Police: Driver was DWI in burning truck with no front tires

By NBCPhiladelphia.com

Drunken driving charges have been filed against a southern New Jersey man who authorities say was driving a box truck that was on fire and missing its front tires.

Lakehurst police tell the Asbury Park Press that 36-year-old Michael Newmon of Manchester was hanging partially out of the cab window because of a shattered windshield when he was stopped around 3 a.m. Saturday.

Authorities say the truck had tree branches caught in it, with fire and smoke coming from below.

Because the truck was driven on its rims, police followed the marks left in the road and traced Newmon's journey about 15 miles to the Route 70/Route 72 circle in Burlington County. They found the truck had driven across the circle, struck a tree and drove through bushes.

Tony Romo Not Playing in NFL Hall of Fame Game Isn?t a Big Deal

Tony Romo NFL: Dallas Cowboys-Training Camp

Jayne Kamin-Oncea-USA TODAY Sports

The Dallas Cowboys need as much preparation as possible for the 2013 NFL season, so on first thought, it?s easy to see why much is being made about Tony Romo not playing in the annual Hall of Fame Game. The extra preseason game gave Dallas an added week of training camp this year and one additional exhibition to use for evaluating young talent and practicing the Cowboys? new 4-3, Tampa 2 defense installed by new defensive coordinator Monte Kiffin. That?s perfect for the growing defense, but missing a handful of plays on offense isn?t going to hurt Romo.

Look, Romo isn?t a Hall of Famer but he?s also not completely worthless like many casual football fans believe. Is he worth the six-year, $108 million extension the Cowboys gave him this offseason? Probably not, but the guy would have played about five plays at the most during the Hall of Fame Game, which isn?t going to affect how he performs during the regular season one iota.

The Cowboys are obviously a complex team because of the lack of mental toughness throughout the organization that starts at the top with team owner and general manager Jerry Jones and trickles all the way down to the players. Thus, they need as much preparation as possible for every contest as previously mentioned, but four real-time minutes of action a week before the rest of the NFL starts the preseason won?t make a bit of difference for Romo, who really shouldn?t be playing anyway just to give his back another week of rest after surgery in May to remove a cyst.

So Cowboys fans, I know you?re anxious to see the team in whatever ?real game? action you can just like me, but Romo sitting out this overly-glorified exhibition is not a big deal and it?s probably for the best. Just relax and wait until the regular season starts and hope that Jason Garrett doesn?t screw this team over yet again this year.

Obama's Birthday Weekend: Golf and Terror Threat

WASHINGTON - President Obama, who turns 52 Sunday, spent today playing golf with friends at Joint Base Andrews, but before he went he was briefed on the terrorist threat that will cause 21 U.S. embassies to close Sunday.

"Before departing this morning, the president was updated on the potential threat occurring in or emanating from the Arabian Peninsula by Assistant to the President for Homeland Security and Counterterrorism Lisa Monaco. He will continue to be updated through the weekend," a White House official told reporters.

Behind The Scenes With President Obama : See the Photos

The State Department has ordered all U.S. embassies to close Sunday. Most are closed anyway on Sundays, except those in Muslim countries, meaning the closures affect 21 embassies in the Muslim world. The State Department also issued a worldwide travel alert for Americans on Friday.

He'll continue to receive updates throughout the weekend, the White House said.

After the briefing, the president's motorcade left the White House with golf clubs and at least one cooler in tow. Later, he planned to head to Camp David.

Obama Through the Years : See The Photos

Three groups teed off at Andrews, according to a White House official, including a smattering of old friends and former colleagues. Among them were two Chicago friends, Marty Nesbitt and Eric Whitaker, the latter of which attended grad school with Obama at Harvard. So were high school friends Mike Ramos and Bobby Titcomb, who was arrested in 2011 in Honolulu on suspicion of soliciting a prostitute. The Associated Press reported that he pleaded "no contest" later that year; Obama has played golf with him at least twice since the arrest.

Former aide Reggie Love and Chicago chef Sam Kass, who has also served as a White House chef, senior policy adviser on nutrition, and executive director of Michelle Obama's Let's Move! campaign, also played.

Obama was expected to depart for Camp David in the afternoon, returning Sunday.

The presidential golf outing got cool-for-August morning temperatures accompanied by some intermittent, light drizzling rain.

Bridging loans and bridging finance - iccwest

Most people require a loan at some point in their life. There are many specific types of loans that you can choose from. However, you should be clear about the main differences between bridging loans and bridging finance, in the event you are offered either of these products.

Bridging finance is usually available to larger organisations, building contractors for instance or property developers who will get regular injections of finances from clients who have purchased properties from the developer. Thus, bridging finance can aid a developer to complete their project with easily available funds, secured against the development, while being reimbursed by clients. These loans are far less risky for the lender because the property developer or borrower will acquire a secured cash flow from customers. The lender knows that there is property acting as security against the loan which can be realised in case the borrower has difficulty repaying the loan for any reason. In addition to property developers, homeowners who have decided to sell a home and invest in a new one may do so with bridging finance also. The bank will advance the cash for a lower rate of interest than market rate to get a brand new house while they wait for the payment from selling the family home. However the time period during which the bridging loan needs to be repaid depends on the lenders terms.

A closed bridging loan http://www.financemyhouse.net, for instance, will need to be repaid in a pre-determined time frame (hence the term closed bridge), whereas an open bridging loan may have a more flexible repayment term.

Bridging loans are short term loans which are generally given to smaller clients or companies for periods ranging from a few weeks to few years. Interest rates on this type of bridging loan will be above bank rates to reflect the risk to the lender and the cost of realising the value of any assets used as security if the loan is defaulted on. There may also be a lower loan to value (LTV) on such loans in order to minimise the lenders risk. However, if you repay the bridging loan within the specified time period, you are able to close these loans in advance of the agreed term, often incurring mo exit fees.

Bridging loans have become much more popular in recent times due to the reluctance of mainstream lenders to lend to ?risky clients? post credit crunch. They are often used to solve cash flow issues, caused by a large tax bill for example, and they can be returned and closed when the issue has been resolved.

?

Masthaven? has been offering bridging loans since 1983 and the company prides itself on? its transparency. There are no hidden fees in our terms, hence the company?s? clients don?t get any nasty surprises upon completion.

?

Additional? benefits of using Masthaven are there are no exit fees ? ever ? and interest is? charged on a daily basis. This combined with Masthaven?s market leading rates? means that the borrower is really getting the best deal out there in the short? term lending arena.

(AP) ? Egypt's Interior Ministry warned supporters of ousted President Mohammed Morsi on Saturday for a second time to abandon their protest camps as a senior U.S. diplomat met with officials on both sides of the country's political divide.

U.S. Deputy Secretary of State William Burns extended his visit to Cairo by one day so he could meet military leader Gen. Abdel-Fatah el-Sissi and the country's prime minister on Sunday, an Egyptian Foreign Ministry official said. A member of the pro-Morsi delegation that met Saturday with Burns said the four delegates also would meet again with the U.S. diplomat on Sunday for more talks.

At the core of talks is the political future of the Muslim Brotherhood and its Islamist allies following the July 3 coup that ousted Morsi, the country's first freely elected president. The military coup, which followed several days of mass protests by millions of Egyptians demanding his ouster, also led to the dissolution of the Islamist-dominated parliament and the suspension of an Islamist-drafted constitution.

The Brotherhood says it is looking for concessions before beginning talks with their rivals. Such measures could include releasing detained Brotherhood leaders, unfreezing the group's assets, lifting a ban on its television stations and reigning in the use of force against its protesters.

Tarek el-Malt, who met with Burns and is a member of the Brotherhood-allied Wasat Party, said the delegation insisted that any initiatives for a way out of the crisis must center on the 2012 constitution being restored.

"Morsi would return to power in all cases," he told The Associated Press. "Whether he spends his full term in office or delegates his power to a national Cabinet is up for discussion."

However, Burns and others have signaled that the West has moved on from Morsi's presidency. Washington and others are foremost seeking stability in the Arab world's most populous nation, and have called for the Brotherhood's participation in the transition as a way to achieve national reconciliation.

The trip by Burns, his second to Cairo since the coup, comes amid heighted fears of more bloodshed after more than 80 Morsi supporters were killed in clashes with police a week ago. More than 280 people have been killed nationwide in political violence since Morsi's removal.

America's No. 2 diplomat also held talks Saturday with interim Egyptian President Adly Mansour and Vice President Mohamed ElBaradei, as did the European Union's special envoy, Bernardino Leon.

Nevine Malak, who attended the same meeting with Burns as el-Malt as part of a delegation representing those against the coup, said the session was mainly for "listening." She said the group, which includes two members of the Brotherhood's political wing, would meet Burns again on Sunday.

"Any solution or any initiative must include the return of the (suspended) constitution," she told the AP. "We don't ignore the fact that there were masses that took to the streets, but we don't ignore either that what happened was a coup against legitimacy."

Egyptian Foreign Minister Nabil Fahmy also met Burns and said Egyptian officials have made clear to their Western counterparts "there is no moving back." Fahmy also said the transitional roadmap adopted by the country's military-backed interim leaders is open to the Brotherhood for participation.

"There have been contacts between different figures, be they in government directly or indirectly, and those among the Brotherhood's leaders," Fahmy told journalists. He declined to describe those discussions as "negotiations."

Fahmy, who served as Cairo's ambassador to Washington under autocrat Hosni Mubarak, also said that key to the U.S. is "their interests in the region."

"I think they do that by assessing who's in power, who's not in power ... and how to deal with that situation given what their interests are," he said.

While Egyptian authorities say the political sphere is open to Morsi's allies, they are simultaneously outlining plans to break up the two main sit-ins where thousands of protesters still rally daily for Morsi's return to power. Authorities plan to set up a cordon around the sites while offering "safe passage" to those willing to leave.

In televised remarks Saturday, Interior Ministry spokesman Hany Abdel-Latif urged Morsi's supporters to end their protests, saying it would help the Brotherhood's return to Egypt's political process. He repeated the offer from the ministry, which is in charge of police, to give a safe exit to those who abandon the sit-ins.

Meanwhile, Al-Qaida's leader Ayman al-Zawahri condemned Egypt's Muslim Brotherhood in a message for having "tried its best to satisfy America and the secularists." He said that democracy is allowed only for those who agree to "be a slave for the West's ideology, action, policy and economy." The message's authenticity could not be independently confirmed but was posted on a militant website late Friday commonly used by al-Qaida.

UN probes allegations of rebel atrocities in Syria

BEIRUT (AP) ? United Nations experts are investigating allegations that rebels killed dozens of Syrian soldiers in a village near Aleppo after they captured it from government troops, an incident that could amount to a war crime, the world body's human rights chief said Friday.

Navi Pillay said in a statement that a U.N team in the region is looking into reports about killings that followed the battle in Khan al-Assal in July. Pillay said the team has examined activists' videos and collected accounts from people in Aleppo on an incident that she called "deeply shocking."

While abuses by troops loyal to President Bashar Assad have been systematic and widespread throughout the two-year conflict, human rights groups have said the frequency and scale of rebel abuses also has increased in recent months. Specific allegations against opposition fighters include claims that rebels have routinely killed captured soldiers and suspected regime informers.

Rebels say any such violations are condemned and an unfortunate result of the brutal regime crackdown.

In a letter to the U.N. Security Council obtained Friday by The Associated Press, the opposition Syrian National Coalition urged council members to "take immediate steps to refer the Syrian case to the International Criminal Court," the world's permanent war crimes tribunal.

"Only by holding the violators of human rights accountable for their crime will the violence in Syria end," said the letter dated Aug. 1 and signed by the coalition's U.N. representative, Najib Ghadbian.

The letter made no mention of Khan al-Assal, but it "condemns all atrocities committed by all parties" and reiterates the coalition's pledge to assist the U.N. commission investigating human rights abuses in Syria, "including in liberated areas."

The coalition noted Monday's statement by Paulo Pinheiro, head of the U.N. commission investigating human rights abuses in Syria, to the U.N. General Assembly saying "massacres and other unlawful killings are perpetrated with impunity" ? most by pro-government forces and some by anti-government armed groups.

Opposition fighters in recent weeks have suffered major setbacks on the battlefield. Infighting among various armed groups also has plagued rebel ranks, weakening the opposition's campaign against Assad's rule.

The capturing of Khan al-Assal on July 21 was a rare success for the opposition, one overshadowed by activists' claims that rebels had killed 150 government soldiers after taking the village. Some of the soldiers who were killed had surrendered to the rebels, the Britain-based Observatory for Human Rights reported.

Syrian state media reported that rebels killed 123 "civilians and military personnel" in Khan al-Assal.

In a statement issued in Geneva on Friday, Pillay said two of the videos the U.N. team reviewed apparently show government soldiers being ordered to lie on the ground, while another shows several bodies scattered along a wall and a number of bodies at an adjacent site.

Preliminary findings of the U.N. probe also suggests that armed opposition groups, in one incident documented by video, executed at least 30 individuals, the majority of whom appeared to be soldiers, Pillay said.

"These images, if verified, suggest that executions were committed in Khan Al-Assal," Pillay said. She called for a "thorough independent investigation to establish whether war crimes have been committed."

She also warned that opposition forces "should not think they are immune from prosecution."

Syria's main opposition bloc last week condemned the killings and blamed them on "armed groups" not affiliated with the Western-backed Syrian National Coalition. The umbrella group of opposition fighters is known as The Free Syrian Army. Although rebel groups ? including the radical Islamic ones ? share a common goal of toppling Assad, they operate independently on the battlefield. Islamic factions have been gaining influence and groups such as the al-Qaida-linked Jabhat al-Nusra front have led major battles in the past year.

In a statement last week, the Nusra Front confirmed its fighters had participated in the battle for Khan al-Assal. The group has not claimed responsibility for the soldiers' killings, though it did confirm that 150 soldiers, pro-government gunmen and Shiite militiamen were killed in Khan al-Assal.

More than 100,000 people have been killed since March 2011 when crisis started with largely peaceful protests against Assad's rule. It turned into civil war after opposition supporters took up arms to fight a brutal government crackdown on dissent. Millions have been fled their homes, with some seeking shelter in more peaceful parts of Syria and more than a million fled into neighboring countries.

U.N. humanitarian chief Valerie Amos decried the continuing failure by the government and opposition to protect civilians across Syria, which she said means "women, men and children continue to be killed, injured and displaced across the country. "

"Thousands of people are trapped in areas besieged by government forces and opposition groups," she said in a statement. "Hundreds have reportedly been killed, injured or taken hostage in attacks in Homs, Aleppo and other areas of Syria in the last two days alone."

Amos said humanitarian workers are risking their lives to help but people are being prevented from getting basic assistance, including food, drinking water and medical care.

Specifically, in the central city of Homs, new checkpoints are stopping supplies from entering the hard-hit area, said Anthony Lake, executive director of UNICEF. Lake said in a statement that vegetables, milk and other essentials are in "increasingly short supply" and his own agency's supplies will run out in days.

"Cannot all those involved agree that the innocent women and children in Homs, and across Syria, should be spared all possible suffering?" he asked.

In the latest cycle of rebel-on-rebel violence, 12 Islamic fighters were killed in fighting between Kurdish opposition fighters and rebels linked to al-Qaida, the Observatory said Friday. The clashes took place in the northeastern Hassakeh province, the Observatory said. It added that the dead were all members of two al-Qaida linked groups, the Islamic State of Iraq and the Levant and the Nusra Front.

Rival rebels groups ? mostly Islamic groups and Kurdish gunmen ? frequently have clashed in northern in Syria over control of territory along the border with Turkey that fighters captured from regime troops over the past year.

Earlier this week, the infighting turned into a war within a war after a powerful Kurdish militia called on its supporters to fight al-Qaida-affiliated groups to avenge the recent killing of a prominent political leader.

Do the White Sox have the bleakest future in baseball?

Most Sox fans know and have accepted that things won't be good for at least the next season. But should they expect the Pale Hose to be the worst team in the majors for the near future?

The 2013 White Sox are engaged in a dogfight with the Miami Marlins and Houston Astros for the worst record in all of baseball and the right to likely draft the next young phenom pitcher Carlos Rodon. They came into the season with the 28th ranked farm system by the two sources I tend to respect the most when it comes to such matters. Things aren't exactly looking the best. Yes, Chris Sale is becoming one of the elite pitchers in the game but it's hard to find anything else to get terribly excited about.

The rather anticlimactic trade deadline and numerous talking heads got me to thinking: do the White Sox really have the worst future outlook of all 30 teams? While they look to be at the bottom of the AL Central for the next season and a half at least (the Twins farm system is so much better that it's not even close), I just don't see them being the most screwed team. So for the purposes of this post, I went and chose each division's team about to entire their darkest timeline. The six teams are the Toronto Blue Jays, the Chicago White Sox, the Los Angeles Angels of Anaheim, the Philadelphia Phillies, and the San Francisco Giants. Arguments could be made for other choices, but I feel like these are the bottom six.

Toronto

Of the three American League teams, the Blue Jays were probably expected to have the best record. They added Jose Reyes, Mark Buehrle, R.A. Dickey, Melky Cabrera, and Josh Johnson to what had already been a pretty strong nucleus. The payroll crossed the $100MM threshold for the first time in franchise history, coming in $22MM ahead of the previous franchise record of $97MM. On paper, this should have been a team contending for a wild card berth at worst.

So what went wrong? Jose Reyes resumed his nasty habit of playing very well but showing tremendous vulnerability to Earth's yellow sun. Melky Cabrera turned into the kind of hitter people who don't know a lot about science think someone going of PEDs magically turns into. The three starting pitchers they traded for have ranged in effectiveness from average (Buehrle, 98 ERA+) to disappointing (Dickey, 90 ERA+) to horribad (Johnson, 69 ERA+). Add in bad seasons from Brett Lawrie, J.P. Arencibia, Brandon Morrow, and others and you have a 50-57 team in the hardest division in baseball.

Why do things look so bad? The Blue Jays have the misfortune of playing in the AL East. The Yankees and Red Sox have the ability and resources to not stay down very long when they occasionally do hit the floor. The Rays are very well run and have a farm system that never seems to run out of prospects. The Orioles have a young core that is relatively cheap for the near future. Before arbitration, the Jays already have $110MM committed to payroll in 2014 and $91.2MM committed for 2015. That does not leave a lot of wiggle room. The farm system was one of the best in baseball but then the team decided to go for it and traded away most of the top young talent. There's the chance that all the major league talent could bounce back next year, but we're talking mostly about guys on the wrong side of the aging curve.

Chicago

Other than losing A.J. Pierzynski and the half-season of Kevin Youkilis, the 2012 team that almost held off the Tigers was coming back almost completely intact. Chris Sale should show improvement along with last season's most pleasant surprise, Jose Quintana. Alex Rios and Adam Dunn seem to have shaken off their terrible 2011 slumps and returned to being good baseball players. Dayan Viciedo had a promising 25 homerun season and could grow into a middle of the order presence.

Well, that didn't quite go as expected. Sale and Quintana both held their ends up and then some, but Rios turned into an average hitter and Dunn is but a revenant of the fearsome slugger he once was. Paul Konerko's age ultimately caught up with him, Viciedo backslid, and pretty much every hitter failed to show up. Gavin Floyd blew out his elbow shortly before John Danks returned from his shoulder injury to pitch somewhat disappointingly. Things have just been bad.

But there is good news amongst the bad. The Jake Peavy trade freed up money, though the free agent market is nothing impressive and not at all like what it used to be. The Sox pre-arb payrolls for the next two seasons are $61.3MM and $37.3MM. Those aren't insurmountable figures and the 2014 total has a non-zero chance of going down with Rios disappearing. The farm system is still in the bottom third of the league, but it is improving. 2014 is going to suck, there's very little chance of it not sucking. But after that? Things could get better fairly quickly, especially with a strong 2014 draft.

Los Angeles

The Angels barely missed out on the playoffs last season and had one of the most exciting rookie seasons anyone had ever seen. They magically managed to get out of the Vernon Wells contract while signing away one of their main rivals best hitters (Josh Hamilton). Sure, the A's and the Rangers would be tough but the Angels should be in the thick of it come September.

Except they aren't. And at 48-58, they aren't even close to pretending. Other than Jered Weaver, the pitching rotation has been pretty lackluster. C.J Wilson is being paid $11.5MM to be somewhat above league average. And the hitting. Dear lord, the hitting. Mike Trout has continued to be godlike. Mark Trumbo and Howie Kendrick are having pretty nice seasons as well. That's it. Albert Pujols is hitting just as well as Trumbo, whom he makes $15.5MM more than. And is DHing. Hamilton has recovered from a terribly bad start to be almost a league average hitter who currently makes $17.4MM.

I'm actually struggling for words trying to phrase how bad things are about to get for Anaheim. Three of their four most expensive players' salaries will continue to go up through 2016, despite the youngest of those three being 31-years-old. Pre-arbitration payrolls for the next three seasons? $126.5MM, $111.7MM, and $106.9. They tried to buy their way to a championship and it is going down like the Hindenburg and the Edmund Fitzgerald's lovechild. Throw in a farm system generally seen as even worse than our own and this tale has about as happy of an ending as Requiem for a Dream.

Philadelphia

I don't really have anything good to write about the Phillies here. They won 102 games two seasons ago with a similar squad? Yeah, but they were a .500 club last year. Ruben Amaro doesn't seem to wholly understand this whole baseball team building thing. Dominic Brown should still be exciting? Chase Utley, though old, should still be a great second baseman? The pitching staff is composed of former All-Stars? Dammit Philadelphia, stop making this hard.

Cliff Lee, Jonathan Papelbon, Brown, and Utley went right. Amaro signed Delmon Young and traded for Michael Young. To play. On a National League team. They deserve all of this. The non-Lee portion of the starting rotation fell apart/aged/broke/turned into garbage. For whatever reason, this did not lead to them selling off any parts. Ryan Howard continues to get paid like the 4+ WAR player that he hasn't been since 2009.

While none of the teams in the NL East are particularly fantastic, only the Nationals farm system is as weak but Washington has younger talent in the majors. Only three regular members of the starting lineup are younger than 32, and one of them is the aforementioned Delmon Young. The pitching rotation is also old and expensive. There aren't many impact prospects coming up and this is a group owed $104.5MM and $86.5MM over the next two years.

Milwaukee

The Brewers came into the season with the chance at procuring the first three year winning streak in Milwaukee since the early 80s. Perennial MVP-candidate Ryan Braun is still in his prime. Carlos Gomez may have finally made good on his top prospect pedigree. Yovani Gallardo might not be an ace, but he's a pretty good pitcher anyways and surely they won't finish below the openly-rebuilding Cubs.

But then Braun was lost to the year for PEDs. And Gallardo pitched poorly and got hurt. Only Kyle Lohse pitched well for the starters, and he's too old to really matter. Combining a below-average offense with the NL's second worst pitching staff turned out to be a horrible strategy. Who knew?

The Brewers are in a different sort of quagmire than the other five teams in this exercise. Those teams play in large markets and possess, or at one time possessed, the ability to throw wild money at free agents. Milwaukee doesn't and can't. Their pre-arb payroll of $73.8MM for next season puts them $15MM below their current salary and is more likely to be up near $80 after arbitration. That doesn't really leave much wiggle room to buy a better 2014. 2015 is more manageable at $39.1MM, but the collapse will have happened. The farm system is in the bottom ten and all but devoid of impact talent. The Brewers might just be the next small market weakling for the next few seasons.

San Francisco

Sure the Dodgers have their own printing press now, but c'mon man. The Giants have won two of the last three World Series! That counts for many things! Buster Posey is one of the best catchers in the game. Pablo Sandoval, Brandon Belt, and Hunter Pence are all solid contributors who should form a good offensive core. The young pitching has matured into dominant tossers in their primes.

About that... Posey and the hitters have been doing just fine. Posey himself has been amazing. The pitching staff other than Madison Bumgarner, however, has been terrible. Tim Lincecum looks cooked. Barry Zito is Barry Zito. Ryan Vogelsong lost whatever magic he had last season. Even Matt Cain has been scuffling. When Chad Gaudin is your second most valuable pitcher, you're not having a good year.

Flags fly forever, so fans might be more okay with what's about to happen on the Bay. The farm system is okayish, but only seems to contain pitchers of any renown and we all know about pitching prospects. The offense is below average with no help on the way from the minors. The pre-arb payrolls for the next two years are $84.5MM and $73MM, which aren't terrible on a team that just spent $136MM to finish fifth in their division, but aren't too helpful. This could be a moderate turnaround if they could just get some damn pitching and one more impact bat.

Sox fans under the age of 30 likely have no memories of the last time the franchise suffered through consecutive losing seasons. This will be the first time it's happened since 1988 and 1989. The awful stretch from 86-89 helped to restock the farm system and lead to the strong 90's clubs. I don't think the Sox will take as long to rebuild this time. And even if they do, there are worse situations to be in. They could be the Angels.

Two dimensions of value: Dopamine neurons represent reward but not aversiveness

[unable to retrieve full-text content]The experiments reported here show that dopamine neurons are sensitive to the value of reward but not punishment (like the aversiveness of a bitter taste). This demonstrates that reward and aversiveness are represented as two discrete dimensions (or categories) in the brain.

launch of industry computer security quarterly ... - Wanjiku's Take

Telecommunication Service Providers of Kenya (TESPOK) has launched the Industry Computer Security quarterly report. The launch was preceded over by TESPOK chairman Mr. Tom Omariba, TESPOK CEO Ms Fiona Asonga and the Chief Guest Communications Commission of Kenya (CCK) Director General Mr. Francis Wangusi among other stakeholders.

The Industry Computer Security Incident Response Team (iCSRIT) was established in 2009 with the aim of ensuring network security and integrity at the Kenya Internet Exchange Point (KIXP). In 2002 an upgrade of the iCSIRT process began to enable TESPOK provide KIXP peering members proactive as opposed to reactive support. The improvement on the iCSRIT has had TESPOK provide robust monitoring to the industry players and the larger business community as well.

Internet related issues are addressed by all telecommunications service providers, regardless of the technologies deployed to meet customer needs. The security of the networks over which the general public and business community engage is of importance to provision of services by the Kenya Internet Exchange Point.

?Cyber security awareness is important. At TESPOK, we have observed that cyber security awareness amongst the general public is rather low. We would like to sensitize the end users on what precautions to take when they go online.? said Tom Omariba, Chairman TESPOK.

The Director General CCK Mr. Wangusi vowed to accord TESPOK all the support they require to make this initiative a success. He was quick to mention that CCK is now working together with service providers as opposed to been a regulator with a ?hawk?s eye? on their operations

TESPOK not only launched the Industry Computer Security quarterly reports but also the CyberUsalama Awareness initiative. The quarterly reports and the CyberUsalama initiative will provide alerts on any vulnerability on networks and also help organizations stay safe online given the increase in Cyber space crimes.

The 21st century is dominated by internet as the medium of communication. Internet is being used in daily transactions in businesses and major institutions among them banks and government departments. However, the major challenge facing the internet today is: How does one ensure a safe cyber environment?

Through quarterly reports and CyberUsalama initiative benefits of Network Security to organizations will be realized. Some of the benefits enjoyed by secure business networks include;

  • ????????? Protection from business disruption which will help keep employees productive
  • ????????? Help company meet mandatory regulatory compliance
  • ????????? Reduces risk of legal action from clients/end users due to data theft
  • ????????? Helps protect the reputation of an organization which is the most important asset

With the launch of the industry computer security quarterly reports, network operators and end users will be able to curb any security threats to their networks and avoid damage to secret and sensitive information about the organization.

Therefore organizations are urged to subscribe to iCSRIT services to ensure network safety for effective transactions.

Most Americans see NSA leaker Snowden as whistle-blower, not traitor

More Americans see National Security Agency leaker Edward Snowden as a whistle-blower (55 percent), than a traitor (34 percent), according to a poll released Thursday shortly after the former NSA contractor reportedly secured asylum in Russia.

The Quinnipiac University national poll, which had an error margin for plus or minus 2.6 percentage points, found the public mood unchanged from a similar survey on July 10.

?Most American voters think positively of Edward Snowden, but that was before he accepted asylum in Russia,? said Peter Brown, assistant director of the Quinnipiac University Polling Institute.

By a 56 percent to 51 percent ratio, more Democrats than Republicans said Snowden was a whistle-blower. Slightly more Republicans than Democrats called him a traitor, 38 percent to 36 percent.

Species Science: Exploring Bug Biodiversity

bsh bug vacuum

Count your bugs: With this simple outdoor activity learn more about what insects and other bugs live in your area. You will even get a chance to study them up close! Image: George Retseck

Key concepts
Animals
The environment
Biodiversity
Ecology
Habitat

Introduction
It might seem impossible to estimate how many different bugs live in a nearby field?or how many types of birds live in a forest. But wildlife biologists often have to try to determine the number of different species in a given habitat. It might sound challenging but it is important. This can help us understand how healthy the habitat is. In this activity you'll get to take on the role of a wildlife biologist by examining the biodiversity of bugs and other small invertebrates (such as spiders, centipedes and roly-polies) in your neighborhood or backyard using a homemade bug vacuum!

Background
Ecology is the study of living things and the habitats they inhabit. In ecology the more different species that live in a given habitat, the healthier it is considered to be. The degree of species variety found in a habitat is referred to as its biodiversity. In a given habitat, the plants and animals normally rely on one another?for their entire life cycles. For example, let's say berries from a bush are eaten by a field mouse, then the mouse helps transport the seeds inside the berries to different locations, thereby allowing more berry bushes to grow. The mouse might then be eaten by a bird of prey, like a hawk, and on and on the chain goes. This web of relationships is called an ecosystem. The greater the biodiversity, the larger the ecosystem, and the healthier the habitat is thought to be.

Wildlife biologists study and monitor the health of habitats and ecosystems. One way they do this is to survey (identify and count) populations of plants and animals to determine how much biodiversity is in a habitat. In this activity you'll do your own local biodiversity survey by making a ?bug vacuum? to collect as many species of bugs that you can find.

Materials
? Plastic container with lid, approximately one-cup or one-half-pint size
? Single-hole punch or leather awl (Use caution and adult help with sharp objects.)
? Two flexible drinking straws (Wider ones are better as they will allow larger bugs to be caught.)
? Tape
? Pen or pencil
? Nylon stocking that can be cut up
? Scissors
? Clear plastic wrap
? Access to an area in your yard, a field or other outdoor place where you think bugs might live. Tip: These types of small invertebrates can often be found under rotting wood, stones and decaying leaves. And if it is hot and dry outside, more bugs may be found in shady and/or moist areas.

Preparation
? With the help of an adult make a hole in the side of the plastic container (using a single-hole punch or carefully using a leather awl). The hole should be about one half inch below the top rim of the container. Make sure that when the container has its lid on, it does not block the hole.
? Using the same technique, make a hole opposite the first one, again about one half inch below the container's top rim.
? Insert the mouth end of a flexible straw into one of the holes. Stick the straw about an inch into the container. If the straw does not fit tightly into the hole, wrap tape around the straw to make it fatter until it fits snugly into the hole. If the straw is too large for the hole, gently push a pen or pencil through the hole to widen it until the straw just fits. Make sure the connection between the straw and the hole is snug. Why do you think this is important?
? Cover the mouth end of the second straw with a small piece of nylon stocking. Why do you think it's important to cover one straw like this? Use tape to secure the stocking piece to the straw. If necessary, overlap two layers of the stocking so that air can pass through but bugs can't.
? Insert the covered end of the second straw into the second hole in the plastic container. Again, make sure the fit is snug, and stick the straw about an inch into the container.
? Cut out the center of the plastic container's lid. You can do this by folding the lid in half and cutting out the center so that only a one-half-inch border around the lid's rim remains. This will be the observation window of your bug vacuum.
? Stretch a piece of clear plastic wrap over the top of the plastic container. Then snap the container's cut-out lid back on to hold the plastic wrap in place. Make sure there are no holes in the plastic wrap or your subjects could escape!

Procedure
? Bring your bug vacuum out to an area in your yard, a field or other outdoor place where you think bugs might live. What types of bugs do you think you'll find here?
? If you want, you can use sticks and/or rocks to mark off a small area that is roughly four feet by four feet. This will help you define the area you are surveying for bug biodiversity.
? Carefully search a small area for bugs (such as the one you may have marked off). You will need to have a search pattern so that you do not crush the resident bugs before you suck them up, and also so you know what parts you have checked already. (For example, you could start at one corner of your area and walk along its edge, looking into the area you're surveying, and then carefully check the area inside, only walking on places you've already collected bugs from. Alternatively, you could break your area up into smaller sections and check each one at a time.) Do you see many bugs?
? When you find a bug, take your bug vacuum and gently place the filterless straw so that the end is very close to the bug. Place the other straw with the nylon filter in your mouth and breathe in forcefully. This will, like a household vacuum, suck in the bug. Repeat this process until the bug has been transferred into the plastic container chamber.
? Repeat this process until most of the bugs in your small surveying area have been collected. Tip: Don't forget to check for bugs under wood, rocks and leaves?but get ready for them to quickly scatter!
? Examine the bugs you collected by looking at them through the plastic wrap window of the bug vacuum. How many different types of bugs did you collect? How many of each type did you collect? Can you identify the different types of bugs you caught? Based on your data, do you think there is a lot of biodiversity in the area you chose to survey?
? Extra: Research which species of bugs live in your area, then repeat this activity using bug guidebooks and Web sites to identify the samples you collected. Did the kinds of bugs you expected to find in your backyard match your results?
? Extra: Compare two or more different habitats, such as a field and a forest. Do different locations have different bugs? Which habitat has more bug biodiversity? Why do you think this is?
? Extra: Try changing the conditions in your survey area, such as by sprinkling the ground with water before doing your survey or waiting until just after it has lightly rained. Does changing conditions like this affect the biodiversity you find?
