Incas Intoxicated Sacrificial Children in Preparation for Death

She was killed at the age of 13 and placed in a mountaintop shrine in the Argentine high Andes?a sacrifice to the gods. There she lay for some 500 years until 1999, when archaeologists recovered her frozen body along with those of two other separately entombed children, a boy and a girl both between four and five years old. Researchers have long recognized that the three youngsters?the so-called Llullaillaco Maiden, Llullaillaco Boy and Lightning Girl?were victims of the Inca ritual of child sacrifice, or capacocha. A new study of their naturally mummified remains further illuminates the events leading up to their interment.

Chemical analyses of the hair of the children show that all three received coca leaves (from which cocaine is derived) and alcohol before they died. Twelve months before the 13-year-old maiden was killed, her consumption of coca surged. Meanwhile, her intake of alcohol?probably in the form of chicha, which is typically made from maize?peaked in her last weeks. And computed tomographic (CT) scanning revealed a large wad of coca leaves in her mouth that she had been chewing in her final moments. Andrew S. Wilson of the University of Bradford in the U.K. and his colleagues describe the findings in a report to be published online this week in the Proceedings of the National Academy of Sciences USA.

The exact nature of the event or events that led to the sacrifice of these children is unknown. It could have been an annual Incan occasion, or it might have been an unscheduled incident, such as the death of a ruler or a natural disaster. Whatever the case, the maiden received significantly more of these substances than the younger children did, possibly suggesting ?a greater need to sedate her,? the researchers report. They observe that the posture of the girl?s body and the undisturbed arrangement of her garments and surrounding ceremonial artifacts indicate that ?she was heavily sedated or dead when she was placed in the shrine.

?Coca and alcohol were substances that induced altered states interpreted as sacred, and which could suggest to victims and those associated with them the proximity of the divine beings whose continued benevolence was underwritten by these rites,? Wilson and his co-authors write. ?From a cross-cultural perspective, the psychologically deadening, disorienting, and mood-modifying effects of these psychoactive compounds on young victims, for whom any kind of informed consent to their own deaths cannot be unproblematically presumed, should not be downplayed.?

As for the parents compelled to sacrifice their children, they would have done so with a smile if they knew what was good for them. The authors note that according to the 1653 writings of Spanish Jesuit missionary Bernab? Cobo, ??it was a major offense to show any sadness,? and that ?they were obliged to do it with gestures of happiness and satisfaction, as if they were taking their children to bestow upon them a very important reward.??

Joey Porter rejoins CSU Rams football team as undergraduate assistant

Colorado State football coach Jim McElwain confirmed via Twitter on Wednesday that former CSU star and four-time NFL Pro Bowl selection Joey Porter will be joining the Rams program, as first reported by the Fort Collins Coloradoan.

Porter, a CSU linebacker from 1995-98, will be an unpaid undergraduate student assistant, according to the Coloradoan. He has returned to school to complete requirements for a bachelor's degree.

"Joey back wearing green and gold," McElwain said on Twitter. "Shows you what type of man he is for coming back to complete his degree. GREAT time to be a RAM!"

At CSU, Porter recorded 14 sacks as a senior in 1998 and was drafted in the third round the following spring by the Pittsburgh Steelers. He earned a Super Bowl ring with the Steelers in 2006, his final year with the team.

Porter played 13 NFL seasons, completing his career with the Arizona Cardinals (2010-11).

For Colorado State, he earned first-team all-conference honors in 1998 and was named third-team All-American.

George Zimmerman stopped for speeding in Texas

FORNEY, Texas (AP) ? George Zimmerman, the neighborhood watch volunteer who was cleared of all charges in the Florida shooting death of unarmed teenager Trayvon Martin, was stopped for speeding on a highway near Dallas, officials said Wednesday.

Forney police stopped Zimmerman on Sunday as he drove west on U.S. 80, about 20 miles east of Dallas. A police dashcam video released Wednesday shows an officer interacting with Zimmerman after pulling him over.

The officer, who was not identified, asks Zimmerman, "Where you headed this weekend?"

After an unintelligible response, the officer asks, "Nowhere in particular? Why you say that?"

"You didn't see my name?" Zimmerman replies.

"Nuh-uh," the officer says.

"What a coincidence!" the officer adds. "Are you clear of warrants and stuff?"

"Absolutely sir," Zimmerman says.

Zimmerman then says something else unintelligible and the officer responds, "Calm down man, you're good."

The officer then tells him, "I'm going to go back (to check his license), and why don't you slow down a little bit for me. We'll let you off with a warning."

After an unintelligible response from Zimmerman, the officer says, "Just take it easy. Go ahead and shut your glove compartment. Don't play with your firearm."

Although the officer's comments indicated Zimmerman had a gun, a weapon can't be seen and it's not clear from the video that he did. The gun used in Martin's shooting remains in the custody of the federal government, which is looking into a possible civil rights case.

After returning Zimmerman's license, the officer says, "All right, sir. Slow down." He wishes Zimmerman a safe trip.

The traffic stop was first reported by TMZ.

Police records do not show how fast Zimmerman was driving, City Manager Brian Brooks said. Police handled Zimmerman as they would have any other motorist in a comparable situation and gave him no special treatment, Brooks said.

The city manager repeatedly declined to identify the officer involved in the traffic stop.

"He obviously didn't expect to pull over George Zimmerman. I don't think he wants the notoriety," Brooks said.

Shawn Vincent, a spokesman for Zimmerman's legal team, said the attorneys had not been able to confirm the account of Zimmerman's road stop independently, but he said he had no reason not to believe the report.

"Anytime his life intersects with anyone now, somehow that's news," Vincent said. "How many people, when they get a warning, become a national headline?"

Vincent would not discuss what Zimmerman was doing in Texas or say anything about Zimmerman's current location, citing safety concerns.

Zimmerman's acquittal on July 13 prompted rallies nationwide calling for a civil rights probe and federal charges against him.

Last year's shooting of Martin, an unarmed black teen, initiated a national dialogue about equal justice, racial profiling, gun control and self-defense laws.

Protesters nationwide lashed out against police in Sanford, Fla., as it took 44 days for Zimmerman to be arrested. Many, including Martin's parents, said Zimmerman had racially profiled the 17-year-old. Zimmerman identifies himself as Hispanic.

The only other time Zimmerman has been seen in public since his acquittal was when he helped rescue four people from an overturned vehicle following a roadway accident in suburban Orlando.

Pakistan, India in same group for World Cup 2015

MELBOURNE -?Cricket World Cup co-hosts Australia and New Zealand have been drawn in the same group for the 2015 tournament, while title-holders India will face off against long-time rival Pakistan, officials said Tuesday. The first match of the prestigious one-day tournament will be held in Christchurch, the New Zealand city devastated by an earthquake in 2011, when the locals take on Sri Lanka on February 14.
Later that day, Australia will face Ashes foes England at the Melbourne Cricket Ground -- also the venue for the day-night final match of the flagship tournament of the 50-over game on March 29. "The 2015 tournament will mark 40 years since the first World Cup in 1975 and that history of great contests and heroes helps make the tournament what it is - the most sought-after prize in our increasingly global game," said ICC chief executive David Richardson.
"I'm absolutely confident that the success of the ICC Cricket World Cup 2015 will further strengthen the status of 50-over cricket as a successful and viable format alongside Tests and Twenty20 Internationals." Australia and New Zealand, whose prime ministers attended launches at simultaneous events in Melbourne and Wellington, are grouped with England, Sri Lanka, Bangladesh and two qualifiers in the contest, held once every four years. Title-holders India are pooled with Pakistan, South Africa, the West Indies, Zimbabwe, Ireland and one other qualifying team. "This is one of the biggest events in world sport," Australian Prime Minister Kevin Rudd said of the tournament, which is expected to draw a global television audience of close to one billion people.
"It will attract cricket fans from around the globe and also promote Australia and our close friend New Zealand internationally -- especially in India and other parts of south Asia." Forty-nine matches will be played in 14 venues across the two host nations, with Australia staging 26 games at grounds in Adelaide, Brisbane, Canberra, Hobart, Melbourne, Perth and Sydney.
New Zealand will host 23 games in seven cities, including Christchurch where international cricket is set to return for the first time since the 6.3-magnitude quake which killed 185 people in 2011. The tournament, which was last staged in Australia and New Zealand in 1992, will also visit the cities of Auckland, Dunedin, Hamilton, Napier, Nelson and Wellington.
The top four sides from each pool will go through to the knockout stage. New Zealand captain Brendon McCullum said he was encouraged by the draw. "We've had recent success over both Sri Lanka and England in one-dayers, so to face them and a qualifying team in the first three matches is certainly an encouraging draw for us," he said.
Ireland has already qualified but the other three other teams will be determined by the ICC World Cricket League Championship 2011-2013 in October and a qualifier to be hosted in New Zealand in January and February 2014.

The New York Knicks are strapped for cap space, but they are still trying to maximize value and find an impact player to round out their roster.

According to CSNNW.com?s Chris B. Haynes (via ESPN New York?s Ian Begley), the team has had preliminary discussions with veteran guard Delonte West, but they have yet to make an offer.

West is best known for his on-court efforts with the Boston Celtics?the team that selected him No. 24 overall in the 2004 draft?Cleveland Cavaliers and Dallas Mavericks.

Doug Collins resigned as head coach of the Philadelphia 76ers back on April 18 of this year, but the team has yet to hire a new candidate to the position.

It seems that new general manager Sam Hinkie is getting closer to making his decision, as Yahoo! Sports? Adrian Wojnarowski has found that current Portland Trail Blazers assistant David Vanterpool has emerged as a top option for the gig.

Wojnarowski also noted that San Antonio Spurs assistant Brett Brown, Boston Celtics assistant Jay Larranaga and Michael Curry?a holdover from Collins? staff?have all made great impressions during the process.

Whomever the Sixers end up tabbing will have their work cut out for them.

The team is entering a full-blown rebuild mode around two prospects selected in the 2013 NBA draft?Nerlens Noel and Michael Carter-Williams?plus the potential to bring in two more lottery picks next summer.

Expect the next coach to have a long leash and plenty of leeway to identify and develop talent during his tenure at the top.

DeJuan Blair to Mavs?

DeJuan Blair has held out for much of the free-agency period waiting for the right contract offer to come along.

That looks like it will pay off, as ESPN?s Marc Stein is reporting that the Dallas Mavericks are on the verge of reaching an agreement with the free-agent big man.

Stein found that the projected signing is ?promising,? as the Mavs look to surround superstar Dirk Nowitzki with a number of new faces in the frontcourt.

Blair had his poorest season since entering the league last year, as he fell out of the San Antonio Spurs rotation and didn?t receive his normal minutes.

He should play a much bigger role in Dallas and could be one of the nicer success stories of the 2013-14 season if everything pans out.

What the Pentagon's Own Report Card Says About Afghanistan

The Good and the Bad


A new Pentagon report details the progress and challenges in Afghanistan as the International Security Assistance Force (ISAF) stands on the verge of its 2014 withdrawal. The Congressionally mandated report, 2013 Progress Toward Security and Stability in Afghanistan, covers October 2012 to March 2013, the first fighting season that saw Afghans take the lead on security against Taliban remnants, al-Qaida operatives, and the slew of criminal and insurgent groups that fight the government.

As always in Afghanistan, there is positive and negative news. The report's basic takeaway is that the Afghans did not crumble under the responsibility of planning and executing security operations. Yet the overall weakness of the country's central government may hinder the military's ability to hold the insurgents at bay?and to hold the nation together after the U.S.-led coalition leaves next year. Indeed, the report indicates the nation needs continuing money, training, and assistance. Here's the good and the bad presented by the report.

Afghan Military Improved?But Not Enough


ISAF's long-standing goal in Afghanistan was to build a military and government that could stabilize the failed state at least enough to allow foreign troops to leave. This is a tall order in a place divided by deep ethnic and tribal tensions, with little infrastructure, a culture of corruption, and a populace that is amongst the poorest in the world. ISAF's strategy was to build up the number of troops, conduct joint operations with them to improve their quality, teach them to plan operations, and then hand over the planning and execution of missions. PopMech observed this strategy firsthand in eastern Afghanistan in 2009.

This new report covers an interesting period in the war's history. "This is the first fighting season when the Afghan army and police were actually in lead," says Peter Lavoy, Assistant Secretary of Defense for Asia Pacific Security Affairs. "They've acquitted themselves quite well."

During the period covered by the report, the Afghan forces led almost 90 percent of operations. That's the good news. The bad news is that they have a long way to go. "Although Afghan National Security Forces capabilities have greatly increased over the past two years, it has yet to demonstrate the ability to operate independently on a nationwide scale," the report says.

The Afghan National Army is plagued with a familiar problem: keeping soldiers. "The ANA attrition rate remained well above the 1.4 percent monthly goal, reaching 4.1 percent in one month during this reporting period," the report says. (Translation: during just that month, four of every 100 Afghan soldiers left the service) The report notes that unresponsive commanders and ethnic divisions increase attrition rates. Supporting the Afghan troops may be banal, but it's critical. Lavoy cited delivering paychecks, food, and fuel as areas that need improvement in the Afghan government. "These are functional skills and capability Afghans are still developing today," he says.

The Afghan forces are also struggling to get necessary equipment to the troops doing the fighting. "Delivering equipment to the national and regional depots does not mean that this equipment has reached personnel in the field," the report notes, wryly. "There is a shortfall in distribution between the regional depots and fielded units." The report cites equipment shortages of medical equipment, mortars, night-vision goggles, and communications gear during this last fighting season. It doesn't say what happens to the equipment, though. A cynic (or someone who has seen an Afghan market) would say it's the kind of stuff that could fetch a nice price on the black market.

Gaining the Cities, Losing the Countryside


The Pentagon's report says that the Afghan government has won the cities and major towns, and credits a buildup of foreign troops for the achievement: "The progress made by the International Security Assistance Force (ISAF)?led surge over the past three years has put the Government of the Islamic Republic of Afghanistan firmly in control of all of Afghanistan's major cities and 34 provincial capitals and driven the insurgency into the countryside."

Well, that's the good news. The bad news is that insurgents and other anti-government forces have taken root in rural areas where the central government can't exert control. "The government has yet to reduce corruption or extend governance to many rural areas effectively," the report states. Rural areas are where the poppy is grown, which is converted to heroin for the global black market. "Opium production remains a substantial portion of overall agriculture output and will continue to fuel corruption and fund the insurgency, undermining good governance and hindering efforts to improve security."

The lack of military presence outside of Afghan cities may be an area of intense training and combat as ISAF begins to withdraw, the report hints. "To contend with the continuing Taliban threat, particularly in rural areas, the ANSF will require training and key combat support from ISAF, including in extremis close air support, through the end of 2014."

2014: The Make-or-Break Year


Next year ISAF's mission will end, bringing big changes to the battlefield. It means the end of close air support, medevac, artillery support, and surveillance aircraft, "creating gaps which, if not addressed, will reduce Government of the Islamic Republic of Afghanistan ability to provide security for its populace and deter external threats."

Lavoy says the "key strategic event" of 2014 is the national election in April. He says there are more troops in place to guard the process than were there in 2009, and that security planning is further ahead at this time than it was for the last election. How the election plays out will be a key indicator on how the Afghans are handling their new responsibilities in 2014.

But however well things go in 2014, the report shoots down the idea that Afghan security forces can operate without international support?what D.C. wonks call the zero option: "The ANSF will, however, need continued assistance and combat support through the end of the ISAF mandate in December 2014; beyond then it will still require substantial training, advising and assistance?including financial support?to address ongoing shortcomings."

Researchers from the Center for Neuroprosthetics at the Swiss Federal Institute of Technology (EPFL), Switzerland, show that people can be "tricked" into feeling that an image of a human figure -- an "avatar" -- is their own body. The study is published in the open-access journal Frontiers in Behavioral Neuroscience.

Twenty-two volunteers underwent a Full Body Illusion when they were stroked with a robotic device system while they watched an avatar being stroked in the same spot. The study is the first to demonstrate that Full Body Illusions can be accompanied by changes in body temperature.

Participants wore a 3D high-resolution head-mounted display to view the avatar from behind. They were then subjected to 40 seconds of stroking by a robot, on either their left or right back or on their left or right leg. Meanwhile, they were shown a red dot that moved synchronously on the same regions of the avatar (see image).

After the stroking, the participants were prompted to imagine dropping a ball and to signal the moment when they felt that the ball would hit the floor. This allowed the researchers to objectively measure where the participants perceived their body to be.

The volunteers were asked questions about how much they identified with the avatar and where they felt the stroking originated from. Furthermore, to test for physiological changes during the illusion, the participants' skin temperature was measured on four locations on the back and legs across 20 time points.

Results showed that stroking the same body part simultaneously on the real body and the avatar induced a Full Body Illusion. The volunteers were confused as to where their body was and they partly identified with the avatar. More than 70% of participants felt that the touch they had felt on their body was derived from the stroking seen on the avatar.

Data revealed a continuous widespread decrease in skin temperature that was not specific to the site of measurement and showed similar effects in all locations. The changes in body temperature "were highly significant, but very small," write the authors in the study, adding that the decrease was in the range of 0.006-0.014 degrees Celsius.

The recorded temperature change was smaller than an earlier study found (0.24 degrees Celsius) that looked at fluctuations during rubber hand illusion, probably because the latter used a hand-held thermometer over longer periods and different regions of the body, the authors explain.

"When the brain is confronted with a multisensory conflict, such as that produced by the Full Body Illusion, the way we perceive our real body changes. This causes a decrease in our body temperature, " says Dr. Roy Salomon, a postdoctoral fellow at the EPFL and the lead author of the study.

The scientists also say that the field of cognitive neuroprosthetics carries great promise for new prosthetics that are based on a neuroscientific understanding of the link between body and mind.

"This study helps us to understand the brain mechanisms that underlie the bodily aspects of consciousness and idea of 'self'. It may contribute to the design of novel prosthetic devices and treatment of pain, for example, after stroke, amputation, or tetraplegia," says Prof. Olaf Blanke, director of the newly founded Center for Neuroprosthetics.

"This type of research may also help to understand and treat psychiatric disorders, such as schizophrenia and depression. We hope that by identifying the mechanisms involved in these processes and how they are altered in psychosis we can help these patients," adds Dr. Salomon.

Dr. Salomon and colleagues are currently investigating how to help treat psychiatric disorders through understanding the cognitive and neural mechanisms involved in these disorders as part of the National Center of Competence in Research (NCCR)'s project titled The Synaptic Bases of Mental Diseases (SYNAPSY), financed by the Swiss National Science Foundation.

Researchers from the Center for Neuroprosthetics at the Swiss Federal Institute of Technology (EPFL), Switzerland, show that people can be "tricked" into feeling that an image of a human figure -- an "avatar" -- is their own body. The study is published in the open-access journal Frontiers in Behavioral Neuroscience.

Twenty-two volunteers underwent a Full Body Illusion when they were stroked with a robotic device system while they watched an avatar being stroked in the same spot. The study is the first to demonstrate that Full Body Illusions can be accompanied by changes in body temperature.

Participants wore a 3D high-resolution head-mounted display to view the avatar from behind. They were then subjected to 40 seconds of stroking by a robot, on either their left or right back or on their left or right leg. Meanwhile, they were shown a red dot that moved synchronously on the same regions of the avatar (see image).

After the stroking, the participants were prompted to imagine dropping a ball and to signal the moment when they felt that the ball would hit the floor. This allowed the researchers to objectively measure where the participants perceived their body to be.

The volunteers were asked questions about how much they identified with the avatar and where they felt the stroking originated from. Furthermore, to test for physiological changes during the illusion, the participants' skin temperature was measured on four locations on the back and legs across 20 time points.

Results showed that stroking the same body part simultaneously on the real body and the avatar induced a Full Body Illusion. The volunteers were confused as to where their body was and they partly identified with the avatar. More than 70% of participants felt that the touch they had felt on their body was derived from the stroking seen on the avatar.

Data revealed a continuous widespread decrease in skin temperature that was not specific to the site of measurement and showed similar effects in all locations. The changes in body temperature "were highly significant, but very small," write the authors in the study, adding that the decrease was in the range of 0.006-0.014 degrees Celsius.

The recorded temperature change was smaller than an earlier study found (0.24 degrees Celsius) that looked at fluctuations during rubber hand illusion, probably because the latter used a hand-held thermometer over longer periods and different regions of the body, the authors explain.

"When the brain is confronted with a multisensory conflict, such as that produced by the Full Body Illusion, the way we perceive our real body changes. This causes a decrease in our body temperature, " says Dr. Roy Salomon, a postdoctoral fellow at the EPFL and the lead author of the study.

The scientists also say that the field of cognitive neuroprosthetics carries great promise for new prosthetics that are based on a neuroscientific understanding of the link between body and mind.

"This study helps us to understand the brain mechanisms that underlie the bodily aspects of consciousness and idea of 'self'. It may contribute to the design of novel prosthetic devices and treatment of pain, for example, after stroke, amputation, or tetraplegia," says Prof. Olaf Blanke, director of the newly founded Center for Neuroprosthetics.

"This type of research may also help to understand and treat psychiatric disorders, such as schizophrenia and depression. We hope that by identifying the mechanisms involved in these processes and how they are altered in psychosis we can help these patients," adds Dr. Salomon.

Dr. Salomon and colleagues are currently investigating how to help treat psychiatric disorders through understanding the cognitive and neural mechanisms involved in these disorders as part of the National Center of Competence in Research (NCCR)'s project titled The Synaptic Bases of Mental Diseases (SYNAPSY), financed by the Swiss National Science Foundation.

California hunger-striking prisoner dies in solitary confinement ? activists

A California prisoner has died in solitary confinement while reportedly participating in a hunger strike to protest inmates' conditions, prison activists said on Monday. But state corrections officials say the death is being investigated as a suicide.

Bill ?Guero? Sell, 32, was found dead one week ago inside Corcoan State Prison?s Secure-Housing-Unit (SHU) - a solitary confinement cell. Activists say that Sell?s death was a result of his participation in the California hunger strike - a movement of approximately 1,000 inmates who are demonstrating against state prison conditions, including an increasing reliance on solitary confinement as a punishment.

?Advocates are outraged at Sell?s death, noting that it could have been prevented if [prison officials] had negotiated with strikes,? the Prisoner Hunger Strike Solidarity Coalition announced in a statement. The Coalition claimed that multiple other inmates reported Sell was participating in the hunger strike and sought medical attention several days before his death.

Corcoran prison officials said they are treating the death as a possible suicide but are awaiting the Kings County coroner?s report before making a final determination on the cause of death, AP reported. They deny Sell was one of the inmates participating in the hunger strike.

?It?s irresponsible and inflammatory for hunger strike supporters to say that this inmate, whose death is being investigated as a suicide, died as a result of the hunger strike,? California Department of Corrections spokesperson Deborah Hoffman said in a Saturday statement. ?The inmate was not participating in the hunger strike at the time of his death.?

Sell was in the midst of serving a life sentence for attempted murder and was awaiting trial for the murder of a cellmate.

Isolation has become increasingly popular among prison officials, even as the United Nations, American Civil Liberties Union, and other human rights organizations have come to agree that the practice worsens mental illness and can irreparably harm an individual?s ability to socialize.

Inmates are frequently isolated for indefinite periods of time, sometimes longer than a decade.

More than 30,000 convicts refused meals in the first days of the strike. Over 20 days later, roughly 1,000 inmates at 11 prisons were still participating.

Prison infirmaries have treated six hunger strikers for symptoms including dehydration, dizziness, and disorientation. At least a dozen other inmates have lost more than 10 per cent of their body fat, according to the LA Times.

One of the seven mediators attempting to meet with California Governor Jerry Brown and state administrators on behalf of the incarcerated population said that attempts to compromise have been fruitless.

?They had a chance to negotiate, but have refused to discuss the situation at all,? Ronald Ahnen told AP. ?Obviously, the longer the strike continues, the chances increased that something like this was going to happen.?

A standard capacity DVD, like the one pictured, has a capacity of about 4.7 GB; a Blu-ray can have around 50GB; and the proposed format could have up to 300GB.

First there was the CD, which held 700 megabytes. Then the DVD, which held 5 gigabytes. Then the Blu-ray disc, with 50 gigs. What's next? Sony and Panasonic hope it will be a 300-gigabyte disc they're jointly researching that could hit in 2015. But might we have abandoned discs altogether by then?

Sony wrote up the joint-development agreement in a press release, citing the many strengths of optical media as justification for the project:

Optical discs have excellent properties to protect them against the environment, such as dust-resistance and water-resistance, and can also withstand changes in temperature and humidity when stored.

However, both Sony and Panasonic recognized that optical discs will need to accommodate much larger volumes of storage in years to come given the expected future growth in the archive market, and responded by formulating this agreement.

For years, the companies that make discs like these have worked to make the lasers, materials, and other components more precise, and have added more recordable layers, improving capacity. Just this last November, TDK announced a 1-terabyte disc based on refined versions of today's technologies.

But reading between the lines and taking current trends into account, the companies' enthusiasm seems a little forced. After all, the most popular new devices in the world, tablets and smartphones, both rely exclusively on flash memory rather than spacious but cumbersome hard drives, let alone optical discs. And that's only when they're not streaming that data or downloading it from cloud storage.

Even full-on computers, desktop and laptop, are far less likely to have a disc drive than they used to. Apple took the lead in 2008 with the drive-less MacBook Air, and since then support for discs has become increasingly rare.

That's why the proposed format is being framed as more of a professional tool: a high-capacity medium for the companies' pro-level video cameras and backup archives. After all, Sony and Panasonic gear is deeply embedded in TV and film, and a big bump in capacity like this will be attractive to the many creatives who rely on those devices to store hours of HD video for shows and films.

Will there be a new format war in 2015 as these mega-discs come to market? Or will we have moved on to flash and cloud storage? Chances are a bit of both ? and by making sure that both will actually exist then, Sony and Panasonic are covering their bases.

ERM CommunicationThe role of the enterprise risk manager has finally become clear: close the gap between strategic level risks and the operational risks faced at the activity level. Despite being a relatively new corporate discipline, expectations for ERM value are already very high. A recent poll shows us why corporations are desperate for?ERM managers to be successful.

The poll, conducted by Harris Interactive of 23,000 corporate full-time employees within key industries and in key functional areas1?highlights some the challenges ERM is up against, namely, the inability of corporations to focus on and execute their highest priorities. Consider a few of their most stunning findings:

  • - Only 37% have a clear understanding of what their organization is trying to achieve and why.
  • - Only one in five was enthusiastic about their team's and organization's goals.
  • - Only one in five said they have a clear "line of sight" between their tasks and their team's and organization's goals.
  • - Only 15% felt that their organization fully enables them to execute key goals.?
  • - Only 20% fully trusted the organization they work for.

If, say, a soccer team had these same scores, only four of the 11 players on the field would know which goal is theirs. Only two of the 11 would care. Only two of the 11 would know what position they play and know exactly what they are supposed to do. And all but two players would, in some way, be competing against their own team members rather than the opponent.

Getting an accurate pulse on strategic objectives is challenging, as these goals are cross-functional and effect oriented in nature, and as such are extremely useful for the board and senior executives, but are impossible to take action on without first breaking them down into root-cause, actionable, silo specific activities within an operational processes. This is where risk management plays a pivotal role.

To create value through ERM, organizations need to build a robust?risk taxonomy, which provides a holistic view of all information and relationships across the organization. The risk manager is responsible for setting the standards, practices and procedures for effective risk management and embedding them in all existing business processes. Formalized risk assessments allow risk managers to leverage existing activities in an objective, quantifiable, repeatable manner to show how risks and activities at the business process level are impacting business goals, along with the priority and importance of these risks, activities, and goals.

A formalized risk taxonomy framework is a mechanism to collect risk information at the activity level, where most operational risks materialize, and aggregate this risk information to a level and format senior management cares about. "Under the Dome," CBS' massive sci-fi summer hit, was renewed for a second season, the network announced Monday.

Stephen King, who wrote the novel upon which the serialized drama was based, will pen the first of 13 new episodes, premiering in summer 2014.

Starring Mike Vogel and Rachelle Lefevre and executive produced by Steven Spielberg, the series centers around a small town suddenly trapped beneath a mysterious transparent dome. And within the supernatural bubble, the residents of Chester's Mill, Maine, are also hiding dark secrets of their own.

?We?re excited to tell more stories about the mystery of the dome and the secrets in Chester's Mill, and are thrilled to have the master storyteller himself, Stephen King, tell the first one of next season,? said CBS Entertainment President Nina Tassler in a statement.

When asked about sustaining the mystery without frustrating viewers, CBS boss Les Moonves compared "Dome" to the network's other event series, "Hostages."

"We didn't put it on to just have 15 episodes ? we put it on to have multiple seasons of it. Why can't they be under the dome a long period of time? This is television," he joked with reporters at the Television Critics Association's summer press tour Monday. "This is science fiction.

" 'Under the Dome' in a lot of ways is a soap opera: It's 'Dallas' in the future," added Moonves, referring not to remake, but the original "Who shot J.R.?" 1980s phenomenon.

"Dome's" renewal is one of the least surprising network pickups of the year, considering its astronomical ratings. Its Monday night broadcast has averaged more than 13 million viewers and given the network its first win in the 18-49 demo in 20 years. It also has attracted an impressive online audience and is Amazon's No. 1 streaming series.

EPA Endangerment Finding: The US Solicitor General, Department of Justice, and EPA attorneys filed their petition to the US Supreme Court requesting that it deny the petition from the group in which SEPP participates asking for the court to review the decision by the US Circuit Court of Appeals upholding the EPA Endangerment Finding (EF) that greenhouse gas emissions (GHG), particularly carbon dioxide (CO2), endanger public health or welfare. [For legal purposes the timing is December 7, 2009, the date of the EF.]

The standard asserted in the petition is quite loose. ?Although it found some ?uncertainties? in the scientific data, the EPA ?determined that the body of scientific evidence compellingly supports? the finding that greenhouse gases may reasonably be anticipated to endanger public health and public welfare by driving global climate change.? [Boldface added.]

Elsewhere the petition states: ?? EPA explained that the global warming by greenhouses gas emissions will produce an increase in heat-related deaths; an increase in respiratory illness and premature death relating to poor air quality; and increased risk of death, injury, and disease relating to extreme weather events; and an increase in food- and water-borne diseases.? It goes on to state: ?greenhouse gas pollution is reasonably anticipated to endanger public welfare by causing ?net adverse impacts on U.S. food production and agriculture, with the potential for significant disruptions on crop failure in the future?? by endanger[ing] U.S. forestry in both the near and long term???

SEPP Comment: In spite of an enormous body of experimental and observational evidence that enhanced atmospheric CO2 is benefiting agriculture and forestry, the EPA can reasonably anticipate that CO2 will cause significant harm.

The petition states: ?The EPA relied principally on ?recent synthesis and assessment reports? of three scientific organizations: the United States Global Climate Research Program, the Intergovernmental Panel on Climate Change, and the National Research Council.?

It is here where we can assess the standards of science exhibited by the EPA, and the scientific organizations on which it relies: US Global Climate Research Program the UN Intergovernmental Panel on Climate Change (IPCC) and the National Research Council.

At the time of the endangerment finding there were several dozen global climate models, now there are at least 73. The US has 19. One climate model is sufficient ? if it has been validated.

? EPA offers no direct physical evidence that greenhouse gases are causing significant global warming or the dire future hazards.

? EPA relies heavily on global climate models for forecasts of future harm from increasing temperatures.

? From 1990 (first IPCC report) to the 2009 EF, the EPA and the scientific organizations upon which it relies have failed to produce a valid model

? Two decades is twice the time it took the Apollo team to model how to land men on the moon and bring them back, and to successfully complete the mission.

? Without direct physical evidence or a valid model, the EPA cannot establish causation ? that greenhouse gases are responsible for significant global warming or climate change.

? The failure to validate a model is recognized by the IPCC because after the 1990 report the IPCC shifted from using the scientifically proper term ?model predictions? to ?model projections.?

? The term ?model projections? is scientifically nebulous.

? All studies based on the models that have not been validated are scientifically nebulous, such as those that claim dire future weather events.

? Climate change has been occurring for hundreds of millions of years. The EPA has produced no evidence that it can successfully explain natural climate change.

? Without understanding the natural causes of climate change, the EPA cannot scientifically understand the human influence on climate.

? Without model validation, or a separate rigorous probability analysis, the confidence (likelihood) expressed by the EPA in the model results is opinion, not scientifically derived.

What we see is the failure of these government entities to properly conduct rigorous scientific research and that the consequences can become dire. Why have they failed to validate the models? Only the administrators of these programs can say. It is not for the lack of money. As stated in prior TWTWs, based on estimates by the GAO and the Congressional Research Service, the US has spent some $160 to $170 Billion on climate change activities from 1992 to 2012. Some administrators may claim they were not tasked with the responsibility of validating a model. But that is an excuse, if it is true, their reports should state that the report is based on un-validated climate models, clearly and predominately, so there is no misunderstanding. As stated previously, the Court?s decision on whether or not to hear the case will be on legal grounds, not scientific grounds. Unable to link to the EPA petition at this time.

A Beginning of Model Validation? On his web site Climate Audit, Steve McIntyre had a pair of intriguing posts. The first, on July 21, was a teaser. It showed a simple model that visually outperformed the latest complex model from the Hadley Centre/Climatic Research Unit (HadCRUT4) for describing temperature trends from 1900 to today. The model shows a modest increase in temperatures in response to carbon dioxide emissions. A doubling of atmospheric CO2 would result in a temperature increase of 1.67 deg C. This is a little more than one-half of claimed ?likelihood? 3 deg C, according to the IPCC.

In his July 26 post, McIntyre states many of his readers surmised that the simple model was one devised by Guy Callendar and published in 1938. Callendar was an early proponent of the greenhouse effect and believed that increasing atmospheric carbon dioxide would be beneficial for humanity, including promoting plant growth, providing protection against extreme cold, and it may delay the return of another Ice Age, with destructive glaciation making much of the Northern Hemisphere uninhabitable.

Using established statistical techniques, McIntyre ran the Callendar model against 12 modern global circulation models and found that none of the 12 performed better and 10 performed far worse. It is too early to jump to conclusions from this analysis except to suggest that if simple models outperform complex models, then why rely on the complex models. ?As [Steve] Mosher observed in a comment on the predecessor post, a more complicated model ought to be able to advance beyond the simple model and, if there is a deterioration in performance, there?s something wrong with the model.? Advocates of complexity could argue, that their models produce results other than temperature as well, which is true, but temperature increase is the central issue. The Pause: The British Met Office [formerly, Metrological Office] produced three reports with titles starting with ?The recent pause in global warming:? David Whitehead observes that the reports may say more about the messenger than the message. Among other things, the reports imply there is nothing unusual about the current standstill. Which would come as a surprise to the EPA and its certainty in its findings. One of the models that was run multiple times reproduces the pause ? which speaks to the lack of rigor in the models. Perhaps the models can be likened to a pot of hot water in which gelatin has been dissolved. The final form depends upon the mold in which it is cooled, with temperature data being the mold.

The reports also suggest the missing heat is hiding in the deep ocean. How a warming of the atmosphere, where the greenhouse effect takes place, thousands of feet above the surface enters the deep oceans without leaving is trace is a mystery to be explained. The reports also state that the highest level of projected warming has been reduced, and that the most likely level is reduced by 10%. Although the terms verified and validity are mentioned, there is no effort to rigorously validate the models.

At least the Met Office recognizes there is a pause, which is something that the US Administration does not. Please see links under Lowering Standards.

A new one appeared in Nature, claiming a massive reserve of methane hydrates will be released with the warming of the seabed of the East Siberian Arctic Shelf. A model was run estimating the staggering monetary costs to the world, about 85% of the 2012 world economy. Of course, it did not occur to the authors, or the editors, to ask why did this not occur about 8,000 to 5,000 years ago when the northern part of the Northern Hemisphere was considerably warmer than today? Or, since these methane deposits have existed for hundreds of thousands or millions of years, why did they not escape during the last interglacial period which was considerably warmer than today? Interestingly, Anthony Watts posted on his web site a comments on the paper by Gavin Schmidt of NASA-GISS, some of the points critical of the paper. EIA Report: The US Energy Information Administration (EIA) issued its annual report, which will be discussed in future TWTWs. The report projects a 56% increase in world energy consumption by 2040, with fossil fuels continuing to supply about 80% of the world?s energy. It is amusing to note that some editors chose to emphasize growth in renewables, even though renewables will continue to provide a small part of the growth in energy use. Number of the Week: 2/3, or 1/2, or less? How much should the IPCC reduce the? most likely warming? estimate for the 21st century in the upcoming report as compared with its 2007 report? Paul Knappenberger and Patrick Michaels present an interesting discussion on the IPCC?s dilemma. Recent studies come up estimates far lower than that the IPCC used previously. To use these estimates in the upcoming report would undermine the following report on the dire consequences from the projected warming. (It would undermine the EPA endangerment finding as well.) Knappenberger and Michaels are betting the IPCC will essentially ignore the recent studies and mislead policymakers and the world.
