  • Apple Settles Lawsuit Over Apps Aimed at Kids - Will Pay $5 iTunes Credit or Cash A proposed settlement in a class action lawsuit against Apple may result in compensation for customers whose children racked up charges for virtual currency in free apps. If the settlement is approved by a federal judge, Apple will offer $5 in iTunes credit for those who were charged without their knowledge, matching the cost up to $30 in credit. For amounts in question over $30, a cash refund can be claimed. In order for Apple customers to claim settlement money, they will have to attest that "a minor bought 'game currency' and that the user did not provide the minor with the Apple password." [GigaOm]
  • Google Chrome Audio Indicators The latest Chromium build now has an indicator that will show which Chrome tabs are currently playing audio. No word on when the official Chrome update containing this feature will roll out, but having an easy way to tell which tab is making noise will be great. [Google+]
  • An Update to Twitter for Windows Phone Today Twitter updated its Windows Phone app to reflect the four-tab design already used by the iOS and Android version. Also in the update is live tile support and fixed Tweet/Search buttons that can be used anywhere in the app. [Twitter]

3 Reasons for Writers to Have a Blog ... and 3 Reasons Not To | The ...

I love blogging and this site has become the foundation of my business. I also have a fiction blog at www.JFPenn.com: Ancient Mystery, Modern Thrill.

Blog in typescript lettersBut I don?t think blogging is for everyone, and there are more effective uses of your time if you don?t go all-in. In today?s guest post, author Ali Luke and Joe Williams from SEO Training explore some good reasons to blog, and other reasons you should beware.

Perhaps ?start a blog? was one of your new year?s resolutions ? or maybe you?re wondering what all the fuss is about.

Although I?m a keen blogger myself, I also know that blogging isn?t the best path for every writer (whatever some blogging gurus might have you think!) Today, I want to give you both sites of the ?to blog or not to blog? argument ? so you can make up your mind what?s right for you.

Three Reasons to Blog

There are plenty of reasons to blog ? for many people, it?s a great way to establish a strong writing habit ? but these are three which are especially important considerations for writers:

#1: You Want to Build a Platform

Your online platform is your ability to reach people. If you?re planning to approach agents and editors with your manuscript, a blog with several hundred (or even several thousand!) readers can boost your chances of acceptance.

If you?re going it alone, a blog is an even more powerful tool. You can offer services ? like freelance writing or editing ? through your blog; readers who find your posts valuable will be more likely to hire you. For non-fiction writers, a blog is also a great way to give readers a taste of the type of content they can expect from your book or ebook.

#2: You Want to Be Part of the Blogging Community

Writing can be a lonely occupation ? and the online world is a great place to connect with like-minded people. Although blogs have become increasingly slick and professional over the years, there are still plenty of people blogging just to share their thoughts, to report on their writing progress, and make new friends.

LiveJournal is one great place for finding people to connect with ? or you could use a simple blogging platform like Blogger. Although your blog might not have hundreds of readers, like more professionally-focused sites, you can build a strong friendship with those who do read it.

#3: Your ?Blog? is Your Website

There?s no rule that says you have to update your blog every day, every week, or even every month. Some writers use blogging software (particularly WordPress) to build and manage their website. WordPress is free and fairly straightforward to use ? and your blog doesn?t need to be a prominent part of the site.

This way, you can use your blog to occasionally update readers on your progress (e.g. when you?re about to publish a new book) ? but you don?t need to spend time writing there on a daily or weekly basis.

Three Reasons Not to Blog

Perhaps none of the reasons above quite fit with who you are, or with your writing plans. In that case, you might not want a blog.

#4: You Want Instant Results

Starting a blog is unlikely to have a significant immediate impact on your book sales, or your freelancing commissions. If you want or need fast results, look into other marketing techniques ? like paying to advertise your book on a site like Kindle Nation Daily or sending out pitches to magazines.

Blogging is a long-term investment, and it could take months or years to hit your major goals. Of course, it can be a hugely rewarding journey in itself ? but it?s not a path to instant fame and fortune!

#5: You?re Promoting a Fiction Book

It?s much harder to promote fiction than non-fiction through a blog. With non-fiction, you can produce posts that relate to your topics ? and that tie in with your ideal reader?s current interests. With fiction, you have to generate initial interest in your plot and characters, and this is a lot tougher.

This doesn?t mean that you shouldn?t have a blog if you?re a fiction author ? it could be a great place for you to put extra content for your fans, like deleted scenes ? but don?t rely on your blog as your primary marketing tool.

#6: You Want Your Blog Itself to Make Money

If you?re a keen blog reader, you?ve probably come across the concept of ?problogging? ? blogging with the intention of making money. Some writers are very attracted to this: if you enjoy writing, building a blog sounds pretty easy, and income from ads or affiliate links could potentially provide you with the funds to quit your job and spend more time writing.

However ? the ?make money blogging? dream is one that rarely works out. It takes a great deal of time and effort to build a blog that?s large enough to make more than a few dollars from passive income (like ads and affiliate revenue). The bloggers who make a successful living tend to be those who write and sell books, provide services, or who use their blog to market their small business.

So ? what will you decide?

Is blogging right for you ? or is it something that you?re not going to pursue at the moment? If one of the above reasons struck a chord with you, let us know in the comments (and please feel free to tell us your own reasons for blogging or not blogging, too).

ABC?s Handling Of Oscars? Online & Mobile Streaming May Set Precedent For Future ?Event TV? Airings

Image (1) oscars2011.jpg for post 196230If you listened to the online chatter about last night's Oscars telecast, you might come away with the impression that the show tanked. Well, maybe it hit a lot of sour notes in terms of its questionably comedic, and in some cases downright offensive, bits, but in terms of advertising, it has nothing to be ashamed of. ABC sold out its ad inventory at $1.7 million-$1.8 million for a 30-second spot - the highest prices in the last five years. The network is also maximizing the ad spend associated with the Oscars, too, by putting the show online immediately after it aired.

US Senator Marco Rubio Wraps Up Trip to Israel

1x1.trans US Senator Marco Rubio Wraps Up Trip to Israel

Credit: Gage Skidmore

On Friday, Florida US Senator Marco Rubio returned from a trip to Israel. It was the senator?s second trip to the region.

The trip comes fresh off the Republican response to the State of the Union address, delivered by Rubio. It also comes a few weeks ahead of President Obama?s first trip to Israel as president and fuels speculation that the senator is contemplating a White House run in 2016.

One staunch Rubio supporter, the Washington Post?s Jennifer Rubin, called Rubio?s visit as ?fluid, disciplined, and informed as any senator in recent memory.? Without any significant gaffes, Rubio even managed to poke fun at his now-infamous water sip during his State of the Union response.

While in Israel, Rubio met with Israeli Prime Minister Benjamin Netanyahu and spoke on several issues pertinent to the region: the Israeli-Palestinian conflict, settlements on the West Bank, Syria, and Iran?s nuclear program.

Meeting with Israeli President Shimon Peres, Rubio reasserted the claim of many past American politicians that Jerusalem was ?of course, the capital of Israel.? On the issue of Israeli settlements on the West Bank, one of the more controversial elements in the Israeli-Palestinian divide, Rubio reiterated that the United States should not ?go in and dictate what the resolution of that issue [the settlements] should be.?

Regarding the United States? relationship with Israel, Rubio was effusive:

?There is no more important relationship for the United States, perhaps in the world but certainly in the region, than Israel. It?s one that has bipartisan support and I?m proud to say that Republicans and Democrats are united on that. . . . The ties between the United States and Israel are unbreakable.?

On Iran, Rubio reiterated his past support for sanctions. He told listeners he hoped future sanctions would be ?intensified.? He also warned that even with sanctions, America?s objective in deterring nuclear proliferation may fail.

On Syria, Rubio offered a more wide-ranging, expansionist role for the US. On British television, Rubio said the US and the West should be more engaged:

?I know it?s difficult because the question is who do we engage with? But what I can say to the world is that if we?re not engaged ? then I think we increase the chances that the outcome there is going to be very negative ? The more involved we are, of course, the more influence we may have over not just who governs over Syria in the future, but what direction that they go??

?I think one of the things we begin to explore is providing ammunition to the rebels. ? That?s something I hope that some policymakers will consider because I do think that over the last few months a more responsible group of actors have emerged in contrast to some of the more radical elements that are on the ground in Syria. And we want them to be the strongest and most influential voices in a post-Assad Syria.?

During the short time he has been in Washington, US Senator Marco Rubio has made a name for himself. By traveling to Israel ahead of President Obama and making several of the customary stops, Rubio is placing himself in early presidential discussion.

Academy Awards behind-the-scenes chatter: Will ?Argo? or ?Lincoln? win?

The talk in Hollywood has gone beyond the single efforts of ?Argo? and ?Lincoln? to an evaluation of the careers of their directors, Ben Affleck and Steven Spielberg.

Nearly every year, there are ?the snubbed,? the ?comeback kids,? the ?dark horses,? and sentimental favorites, among other familiar archetypes.

?This is an industry of storytellers,? points out Matt McDaniel, the Los Angeles-based managing editor of Yahoo! Movies. Spinning stories ?is what everyone here does.?

This year, much of the talk has centered on the ?Lincoln?-?Argo? face-off ? which most critics think are the top two contenders for Best Picture. As is often the case, the discussions have gone beyond the single efforts to an evaluation of entire careers.

2013?s most passionately pitied ?snub? ? in case you have been reading about Oscar Pistorius in South Africa instead of the Oscars ? is ?Argo? director Ben Affleck. After he collected Golden Globes for both director and best film, the town issued a collective gasp when he was passed over for directing in the Academy Award nominations.

Everyone assumed Mr. Affleck would be a shoo-in for Best Director, says Stephen Brown, a marketing professional in Atlanta. ?He made an outstanding movie, plus he overcame a challenging decade of paparazzi and bad-movie-fueled malaise,? he says via e-mail. Hollywood generally loves to reward talent it discovered when young, he says, pointing to Affleck?s 1998 Oscar for ?Good Will Hunting.?

The industry particularly likes the comeback story, Mr. Brown says, adding that in this case, because of the shoo-in assumption and the subsequent snub, many academy voters are seeing a Best Picture Oscar for ?Argo.?

But voters do not like to be told what to do, says University of Nebraska film professor Wheeler Winston Dixon, who has many former students in Hollywood. Efforts to sway votes have become particularly aggressive ? a phenomenon that seriously ratcheted up in 1999 when producer Harvey Weinstein reportedly shelled out more than $15 million in support of ?Shakespeare in Love.?

The academy has since cracked down on splashy spending, banning swanky screening soirees for the roughly 5,800 academy members who vote.

Voting for this year?s Oscars closed Tuesday night. Steven Spielberg, director of ?Lincoln,? was reported to have sent handwritten notes to voters, while a commemorative DVD of ?Argo? was delivered to academy members.

Although he leans toward ?Argo? winning Best Picture, Professor Dixon says ?Lincoln? has a good chance, ?because of this pushback? against influence peddling.

Mr. Spielberg himself has been in Affleck?s position, notes Dixon, pointing to the ?Jaws? Best Picture nod in 1976, when the director was not nominated. ?A lot of people said, who do they think directed the film, the shark?? Dixon quips.

Spielberg?s own narrative can work for and against him, points out Lester Friedman, film professor and chair of the media and society department at Hobart and William Smith Colleges in Geneva, N.Y. His work redefined filmmaking. After ?Jaws,? studios began to focus on the ?blockbuster,? films costing $100 million and more. This has significantly reduced the money left for smaller, more-independent projects, Professor Friedman notes.

Yet Spielberg has also made a career of serious, historical pictures such as ?Schindler?s List? and ?Saving Private Ryan.? He received Oscars for both films.

While some may feel that ?Lincoln? belongs in that pantheon, Friedman suggests that the tale of the 16th president?s struggle to pass the 13th Amendment ?should be remembered as one of his good, but not great films.?

(AP) ? With the deadline for action less than a week away, exasperated governors are joining a White House push to intensify pressure on Congress to prevent a looming budget crisis.

Both Democrat and Republican chief executives, gathered in Washington for the National Governors Association annual meeting, warned of widespread economic fallout should Washington lawmakers fail to reach an 11th-hour compromise.

"It's senseless and it doesn't need to happen," Maryland Gov. Martin O'Malley, a Democrat, said Saturday. "And it's a damn shame, because we've actually had the fastest rate of jobs recovery of any state in our region. And this really threatens to hurt a lot of families in our state and kind of flat line our job growth for the next several months."

Indeed, some governors expressed pessimism that both sides could find a way to avoid the automatic spending cuts set to begin March 1, pointing to the impasse as another crisis between the White House and Congress that spooks businesses from hiring and hampers their ability to construct state spending plans.

"I've not given up hope, but we're going to be prepared for whatever comes," said Nevada Gov. Brian Sandoval, a Republican. "There will be consequences for our state."

White House officials are scheduled to join several governors on Sunday morning television shows, where they're expected to continue a public education campaign designed to outline the real consequences of inaction. Members of President Barack Obama's Cabinet in recent days warned of widespread flight delays, shuttered airports, off-limit seashores and hundreds of thousands of furloughed employees spread across dozens of states.

Both Secretary of Transportation Ray LaHood and Secretary of Education Arne Duncan are scheduled to appear on national television. O'Malley is among the governors also set to be featured, along with Republican Govs. Bobby Jindal, of Louisiana, Bob McDonnell, of Virginia, and Arizona's Jan Brewer.

There are fewe signs of urgency among congressional leaders, who have recently indicated their willingness to let the cuts take effect and stay in place for weeks, if not much longer.

The cuts would trim $85 billion in domestic and defense spending, leading to furloughs for hundreds of thousands of workers at the Transportation Department, Defense Department and elsewhere.

Defense Secretary Leon Panetta has said the cuts would harm the readiness of U.S. fighting forces.

Obama has unsuccessfully pushed his approach of reducing deficits through a combination of targeted savings and tax increases. House Republicans have said reduced spending needs to be the focus and have rejected the president's demand to include higher taxes as part of a compromise.

Israel: Report Shows Iran 'Closer Than Ever' to Nuclear Weapon

On Feb. 21, the office of Israeli Prime Minister Benjamin Netanyahu said the report "proves Iran is continuing to rapidly advance to the red line that the prime minster drew during his [September] speech in the United Nations."?

During that speech, Netanyahu called for a "clear red line" to stop Iran from getting a nuclear weapon.?

At that time, he said Iran already had "70 percent of the necessary uranium enrichment for a bomb." Now, in light of the UN report, his office says "Iran is closer than ever to obtaining enriched material for a nuclear bomb."?

Israel believes Iran's pursuit of a nuclear must be stopped "at any cost," and will not rule out military action as an option.?

Explosions in Syria's Aleppo kill at least 12

BEIRUT (AP) ? Syrian activists say at least 12 people, including children, have been killed in three explosions in the northern city of Aleppo.

The director of the Britain-based Syrian Observatory for Human Rights, Rami Abdul-Rahman, says the blasts appeared to have been caused by missiles. He says they hit the eastern neighborhoods of Hamra and Tariq al-Bab on Friday.

The Observatory says dozens of people were wounded, and that many more are believed to be trapped under the rubble of damaged buildings. It says the death toll may rise.

Videos posted online showed what appeared to be the aftermath of the explosions. In one, at least nine bodies are laid out on a floor, some of them wrapped in blankets.

The videos appeared authentic and correspond to other AP reporting.

EPA findings at toxic California Superfund site concern area residents

By Stephen Stock and David Paredes, NBCBayArea.com

Some residents who live around Moffett Federal Airfield near Mountain View, Calif., say they are scared. Others say they?re not worried at all.

Depending on whom you talk to, the Environmental Protection Agency?s findings of higher than expected levels of TCE in the air and in the groundwater near the Mountain View property is either a cause for big concern or no big deal.

But one thing is certain. Everyone is talking about the new test results from the EPA showing a presence of toxic chemicals in the air and in the groundwater in and around the Middlefield, Ellis, Whisman (or M-E-W) Superfund site.

According to the EPA, the underground Superfund site include a wide variety of toxic chemicals including PCE and vinyl chloride, chemicals left over from the budding semi-conductor industry that got its start in the buildings along Middlefield and Whisman Roads and Ellis Street.

The chemical of most concern and most quantity in the toxic underground plume is a chemical called trichloroethylene, known as TCE.?It's a cleaning solvent once commonly used by the military and the budding semi-conducting industry 30 years ago.

The EPA says that TCE is a toxic solvent that causes cancer in people and heart deformities in unborn babies. According to EPA experts the toxic plume has been lurking underground for decades ever since nascent semi-conductor companies apparently dumped or allowed TCE and other chemicals to leak into the ground.

According to EPA officials the United States military also used TCE to clean airplanes and vehicles during that same time period.

The plume extends from under the runway at Moffett Field a mile and a half south and west under Highway 101 and past Middlefield Road. To the north it goes to Whisman Road and south to just past Ellis Street.

The plume of mostly TCE is believed by EPA investigators to be about a half-mile wide at its widest point.

After NBC Bay Area?s Investigative Unit began asking questions in April 2012 about possible health effects of the TCE plumes, the Cancer Prevention Institute of California (CPIC) opened its own probe.

After exhaustive research and analysis of three decades worth of health data, California?s state cancer registry announced that it found a higher than expected number of people living in neighborhood surrounding the M-E-W Superfund site who had contracted a group of cancers the registry?s scientists call non-Hodgkin lymphoma.

The higher than expected incidence of these cancers occurred during the years 1996 to 2005.

NBC Bay Area

Now the EPA admits that until recently it had somehow missed some ?hot spots? of higher than acceptable levels of TCE in groundwater and in the air in several homes and more than 20 commercial buildings in the area. Two of the hotspots were found by EPA investigators along Evandale Avenue outside the original plume area.

That concerns some residents who live on that road. Residents like Theresa Larrieu, who has lived in a home along Evandale with her family for a quarter century. Larrieu said that the family always knew the M-E-W Superfund was nearby but figured it didn?t directly affect them since it wasn?t right next door. The Superfund site was far enough away, Larrieu thought, to be present but not an impact on her family?s health or life. Now, with these new EPA test results, the TCE plumes appears to actually be right next door and it may even be under Larrieu?s home. The EPA has conducted air, water and soil tests in and around the home but the results have not come back as of this writing.

Larrieu says she's worried and is holding her breath waiting on the results of those air and water sample tests the EPA took from her home. ?Scared. Nervous. Worried. Very worried,? Larrieu said when asked to describe her emotions. ?(There?s) way more suspense than I need in my life.?

?Your first thought is your health, is this affecting us is this affecting other neighbors that I know had health issues,? said Larrieu.

The EPA shares Larrieu?s concerns and M-E-W Superfund Site manager Alana Lee emphasizes they are working hard to address and clean up the mess. ?We cleaned up over 5 1/4 billion gallons of contaminated water and over 110,000 pounds of toxic contaminant,? said Lee.

But Lee also said that the EPA also missed these hot spots of TCE both in groundwater and in the air inside some buildings along Evandale Avenue including two homes outside the original plume area.

?The concentration (found there) is very high,? said Lee, ?A very high concentration.?

How high?

According to documents from test results, the highest TCE levels that the EPA measured in ground water in the area reached 130,000 parts per billion. The EPA considers anything over 5 parts per billion unsafe.

In the commercial buildings nearby, including two now occupied by Google, EPA tests found TCE in the air at levels 26 times higher than the level considered by the EPA to be acceptable and safe.

?Once we found these concentrations, which were a surprise, we took immediate action,? said Lee.

EPA

Bruce Panchal?s home is one of the two houses located on Evandale where the EPA found high levels of TCE. The companies responsible for the toxic chemical cleanup installed a series of four pipes in and around his home to ventilate the toxic TCE fumes leeching from the ground away from the house?s interior to the outside.

Even so Panchal said he?s not worried. ?They found a high concentration and with the system it pumps out all the fumes so it safe,? said Panchal.

Panchal and his family have lived in his home along Evandale for 45 years. He said he worked for the budding semi-conductor businesses that got their start in his neighborhood. He even said he handled the chemicals now in question and dumped them in the ground back then.

Despite the new contraptions now pumping air away from the inside of his house, he says he isn?t worried about his or his family?s health. ?I?m living proof that they have an issue with the fumes but it is not death defying or a detriment to your health,? said Panchal.

EPA officials said they also found high levels of TCE in more than twenty different commercial buildings between Whisman Road and Ellis Street. Included among those buildings are two new office complexes for Google employees where, the EPA says, renovations and construction allowed higher than expected levels of TCE to leech from the ground through the buildings? concrete slabs and into the air inside.

It is in some of these buildings where EPA investigators found levels of TCE vapors in the interior air that were as much as 26 times higher than acceptable safe levels with air conditioning systems off.

The EPA says it has systems in place in and around those buildings to keep vapors outside.

Google tells us they take this matter seriously and they?ve already taken measures to ensure that the buildings and the work area is safe.

Theresa Larrieu worries that it may be too late to keep her family from feeling the health effects of this toxic plume. She wonders how long they may have been exposed to these vapors and chemicals that went undetected until recently.

?It is scary,? said Larrieu. ?I?m very scared. I have children. I have grandchildren.?

Larrieu also remains concerned that not even the EPA can say how long the fumes have been leeching into the neighborhood or how long she and her family have unknowingly been exposed.

When we asked the EPA if they knew exactly how long have these newly discovered TCE hot spots had been there the EPA?s Superfund Site manager Alana Lee said, ?We don?t know.?

When we asked whether the toxic chemicals migrate underground or traveled down Evandale Avenue or whether those chemicals had been lurking there underground along with the rest of the toxic plume for decades, Lee had the same answer. ?We don?t know.?

The EPA said it will take decades more to clean up this toxic mess.

Probe of California agency that regulates hazardous waste is urged

February 22, 2013

Two state senators have called for an investigation into the state agency responsible for protecting people and the environment from hazardous chemicals after a consumer group released a report Thursday criticizing the agency for failing to do its job.

Santa Monica-based Consumer Watchdog has accused the Department of Toxic Substances Control, which is responsible for managing hazardous waste, of allowing polluters to operate on expired permits for years and of neglecting to revoke the permits of companies that repeatedly flouted environmental laws. The group also charges that the department levies toothless fines and consistently fails to refer egregious cases for prosecution.

In response, Sens. Kevin de Le?n (D-Los Angeles) and Ricardo Lara (D-Bell Gardens) have called for an investigation by the Senate Office of Oversight and Outcomes.

"I am outraged to hear reports of kids and adults having difficulty breathing, experiencing nausea and burning sinuses from chemical exposure," De Le?n said in a statement. "We must investigate why the DTSC isn't enforcing our laws, which are aimed to protect the health and safety of our communities."

Agency officials countered that the report "contains inaccuracies." They disputed an allegation that the agency puts people into jobs for which they are unqualified. They also took issue with the suggestion that the agency had become "captive" to the businesses they were supposed to regulate.

"This is not accurate," a spokeswoman said of the allegations in an email.

But the agency also said the consumer advocates had raised "valid issues, issues that we have known about for some time."

"We take seriously our role in protecting the health of Californians and our environment," Director Debbie Raphael said in a statement. "We will not shy away from identifying areas for improvement and taking any necessary actions."

The report identified several specific examples in which it said regulators had failed to do their jobs, including the case of a chemical company in Santa Fe Springs that was allowed to operate on an expired permit for 16 years, even as the company was cited for such lapses as illegally storing hazardous waste.

Documentary chronicles Fall River native's efforts to educate educators in Africa

When longtime Fall River educator Bill Molloy visited the slums of Nairobi, Kenya, seven years ago, he wasn?t only struck by the abject poverty, but by the dedication of the country?s teachers, most with little education themselves.

That?s when Molloy created the nonprofit African Teachers Foundation, a group dedicated to teaching the teachers of East Africa to improve their skills and, ultimately, improve the lives of their students.

A documentary, created by Providence-based filmmakers John Lavall and Kate Kelley, that chronicles the work of Molloy and his small staff of volunteer educators will premiere on March 1.

Lavall and Kelley produced the film ?Kujifunza: The Work of the Africa Teacher Foundation? after they traveled with Molloy to Kenya last June for three weeks.

?Kujifunza,? translated to English from Swahili, means ?to learn.?

The short film?s premier is free and open to the public, and will be shown at 6:30 p.m. in the Paff Auditorium on the University of Rhode Island?s Providence campus, which is located at 80 Washington St.

The filmmakers were attracted to the project because they knew of the important work being done by Molloy, and the documentary was a way to ?describe that work in a different way,? said Kelley.

?It?s sometimes hard to get people in that place,? Kelley said, ?We went there with a gut feeling and we really wanted to do it for him.?

Kelley said she and her partner were impressed with the African teachers, who are thirsty for information and knowledge from the foundation?s volunteers.

Molloy said the film beautifully documents what the Africa Teacher Foundation has accomplished.

?We work in the bush and we work in the urban slums of Nairobi giving teachers the tools to change lives,? Molloy said. ?The filmmakers did a masterful job giving a visual to what we do.?

The Africa Teacher Foundation has trained more than 740 Kenyan and East African teachers, who, in turn, have improved the education of 29,000 students. The entire effort is funded through private donations, Molloy said.

Last summer, during a training session, Molloy said he asked a teacher named Amos how he was doing.

?He told me, ?I wish today was tomorrow so I share this with my students.? That sums up why we do this work,? Molloy said.

Born in Fall River?s South End, Molloy started his 44-year career in education at B.M.C. Durfee High School in 1970 as an English teacher, then served as a building administrator before retiring from the city school department as assistant superintendent of curriculum in 2004. A year later, Molloy joined the staff at the University of Rhode Island?s School of Education, where he still teaches. He now resides in Portsmouth, R.I.

Lavall is four-time Emmy Award-winning producer and director. His work has been broadcast nationally on PBS, and his documentary films have been shown in festivals throughout the U.S. and internationally.

Kelley is a photographer from Boston who teamed up with Lavall in 2012. Their company is called Devlo Media.

Township buys golf course

The Township of Norwich finally has a place to put a new administration building.

CAO Michael Graves issued a press release Thursday morning, Feb. 21 announcing the township has purchased the 24-acre former Norwich Fountainview Golf Course.

The release did not include the purchase price, but Mike Legge, director of financial services/treasurer, said, ?I know we got an extremely good deal.?

He said the price couldn't be released yet because the deal hasn't officially closed and it hasn't been presented in open council as yet. He wasn't sure if the item would be on the next council agenda March 12.

The press release states the township's intention is to use the majority of the lands for economic development purposes and a portion of the property for the new administration building. Selling the excess land for economic development will help reduce the overall cost.

?By selling the remaining lands, that money can be utilized to offset the construction costs, providing us with additional monies to be used to pursue the other goals on the township?s strategic plan including a new Burgessville fire hall and a new centralized public works building,? said Graves in the release.

Locating the new administration building on the site will place it within the village limits, central to the entire municipality and on full services; all of which were key goals of council throughout this process.

The township has spent years looking for a site for the new administration building and has done due diligence on numerous properties over that time, said Graves in the release.

?We are trying to ensure we get the biggest bang for our buck and this site meets a lot of the criteria because it has a financial benefit that other sites do not,? said Mayor Don Doan.

The township has had other properties in its sights, but to date, has been unable to reach an agreement that meets its financial criteria, which includes ensuring taxpayers the township pays an appropriate amount for the property.

?We need to proceed on the administration building,? said Doan. ?It is the number one goal on our strategic plan and the rest of our goals are awaiting our progress on this goal.?

The next step is to proceed with a Request For Proposal (RFP) process for an architect or engineer to assist in designing a building and start touring other facilities to look at features to include. This will help to determine features to enhance customer service and workflow.

The township had originally hoped someone would purchase the remaining nine holes and operate it as a golf course, Graves said, but it became more evident that the golf course in Norwich was never going to return to that use.

Another possibility is to utilize some of the lands for recreation purposes, possibly soccer fields. A recreational use could provide a needed buffer between a new administration building and the remainder of the lands used for industrial purposes.

Explosives vapor detection technology: The new 'sniff test'

Feb. 20, 2013 ? A quick, accurate and highly sensitive process to reliably detect minute traces of explosives on luggage, cargo or travelling passengers has been demonstrated by scientists at the Department of Energy's Pacific Northwest National Laboratory. The vapor detection technology accurately detects and identifies the vapors of even very low-volatility explosives in real time at ambient temperature and without sample pre-concentration. Details are outlined in a recent issue of Analytical Chemistry.

Rather than searching for particle residue using a typical method like surface swipes or using pulses of air to dislodge particles for analysis, the system 'sniffs' directly for explosives vapors, much the way bomb-sniffing canines do.

"We have demonstrated direct, real-time vapor detection for the low-volatility explosive compound RDX, which is used in many types of explosives," said David Atkinson, senior research scientist at PNNL. Low-volatility compounds are those which release very small amounts of the explosive vapor typically at parts per trillion levels or lower, making it extremely difficult to detect. The PNNL system easily detects vapors from a fingerprint-sized sample of RDX at levels below 25 parts per quadrillion.

"The system correctly identified the RDX vapor using selective atmospheric pressure chemical ionization with mass spectrometry," explained Atkinson. The approach involves pulling an air sample stream and ionizing it within a reaction region in an atmospheric flow tube. The ionized sample moves to a mass spectrometer for ion detection and identification. These air samples need no heating or pre-concentrating. Analysis happens in about one second.

"The key part is ionization," said Atkinson. "We tailored the chemistry to greatly enhance both ionization efficiency and selectivity, which results in the best possible detection."

Only a limited number of ultra-sensitive detection methods have been found capable of detecting low-volatility explosive compounds at levels below parts-per-trillion. But these methods typically take much longer and require pre-concentration of the sample from the vapor phase.

Currently, most airport security agents use cloth-like material to swipe luggage and cargo to collect explosives particles for detection. The samples are then analyzed one at a time in a process that requires the swipe to be heated to a temperature needed to volatilize the particles for detection.

In some cases, airport security will turn to canines for detection, especially for large items where size such as vehicles or cargo make particle sampling impractical.

"What we are attempting to develop is an instrument that replicates or surpasses the capabilities of a dog," said Atkinson. However, while canine olfactory systems are highly developed, dogs present issues that machines don't. Man's best friend only works limited hours, must be fed, exercised regularly and rested. While a dog's ability to smell and detect explosives is extremely sensitive, instruments may soon surpass their capabilities and perform at a lower cost.

Robert Ewing, PNNL senior research scientist, sees a bright future for the technology and is hoping to push the performance even further.

"Currently we have demonstrated the detection of explosive compounds such as RDX, PETN, nitroglycerine and tetryl, along with plastic explosives that contain these materials at low parts per quadrillion levels," said Ewing. "Future research will focus on detecting other explosive threats by manipulating the ionization chemistry and lowering detection limits."

US Senator Rubio discusses Syria during Israel visit

Republican Party's rising star Marco Rubio says US hopes to learn from Libya experience and empower one single force that can take over from Assad

Reuters

The United States must ensure that a new Syrian leadership is well armed and can run the country after the fall of President Bashar Assad, US Senator Marco Rubio said on Thursday.

?

The Florida Republican, who is seen as a rising star on the right flank of his party, and who gave the Republican response to President Barack Obama's State of the Union address, spoke about Syria and Iraq during a visit to Israel.

"Our hope is to continue to ... (identify) responsible actors that will be responsible not just in this conflict but in the aftermath of this conflict and empower them so that they will become the best-organized, the best-funded, the best-armed, the best-equipped and the most capable post-Assad force on the ground in Syria," Rubio, 41, told a news conference.

?

He added that there should not be a repeat of the situation in Libya where rival militias wreaked havoc because no single force had been supported to take control after the fall of Muammar Gaddafi.

?

"Our hope is to learn ... from the Libyan experience where that didn't happen. We had all these dispersed militias (which) to this day have not come under central control," Rubio said.

?

Prospects of a negotiated peace in Syria have receded as the war becomes more overtly sectarian, making Western powers more wary of supporting the largely Sunni Muslim, and increasingly radicalized, rebellion.

After almost two years of unrest and civil war, some 70,000 people have been killed across Syria. The bloodshed has devastated the economy and left 2.5 million people hungry.

?

Rubio was an active campaigner for Mitt Romney's failed bid to unseat US President Barack Obama, who won a second term in November.

?

Rubio nevertheless spoke in support of Obama's upcoming trip to the region towards the end of March and said there was cross-party support on foreign policy issues.

?

"I think what's most important about the President's visit is that he'll send a very clear signal that despite our many differences on many issues in the United States, there is a clear bipartisan support for a number of principles in foreign policy," Rubio said.

?

He outlined those issues as the perceived Iranian nuclear threat, the security of Israel and peacemaking with the Palestinians.
